MAR 251991 <br />FINAL APPROVAL - NARANJA TRACT SHELLMOUND BEACH <br />THE BOARD REVIEWED THE FOLLOWING MEMORANDUM: <br />TO: The Honorable Board of DATE: March 16, 1981 FILE: <br />County Commissioners <br />SUBJECT: Final Plat Approval - Replat of <br />Naranja Tract Shellmound Beach 9.5 Acre Site <br />containing 11 Lots bordering the Indian River <br />to the East and Massey Road to the West <br />FROM: Neil A. Nelson, REFERENCES: <br />County Administrator <br />Descriptions and Conditions <br />The subject subdivision is a replat of a small, isolated area along <br />the Indian River. Australian Pine trees in the ',unimproved Massey Road <br />right-of-way to the west of the site complicate ingress -egress to the lots, <br />and will hinder future drainage and roadway improvements. A $10,000. cash <br />bond has been provided by the developer to pave Massey Road. Tree removal <br />and drainage of Massey Road is not included in this bond amount. Furthermore, <br />no drainage swales have been constructed by the developer. The Engineer has <br />been notified of the tree problem and since the trees are in the County road- <br />way, he does not feel that removing them is his clients responsibility. <br />Alternatives and Analysis <br />Since the roots of the Australian Pines are of a shallow, spreading type, <br />proper road and drainage construction will probably necessitate tree removal. <br />Once' -Final Plat approval is given, those lot purchasers desiring to build may <br />request the County to remove the trees, pave Massey Road, and provide additional <br />drainage. The $10,000. escrow amount will not cover the cost of tree removal, <br />road paving, and necessary drainage work. <br />Recommendations and Funding <br />Based on the above, it is the staff's recommendation that additional <br />funds be placed in escrow to cover tree removal and drainage improvements <br />along Massey Road. Those additional funds shall be as estimated by the Engineer - <br />of -Record and approved by the County Engineer. Contingent upon this require- <br />ment, the staff recommends approval of this Final Plat request. <br />ADMINISTRATOR NELSON NOTEDz. <br />{THAT MASSEY ROAD IS A VERY NARROW <br />DIRT ROAD WHICH THE COUNTY HAS MAINTAINED FOR A NUMBER OF YEARS, <br />AND IT IS NOT REALLY BIG ENOUGH TO PAVE UNLESS YOU TOOK OUT ALL THE <br />PINES AND CREATED A DRAINAGE SYSTEM. THIS IS WHY THEY ARE RECOMMENDING <br />ADDITIONAL FUNDS BE PLACED IN ESCROW FOR TREE REMOVAL. <br />
