PRINCIPALS OF ABCO SALES & CONSTRUCTION, OWNER OF ONE OF THE PARCELS <br />UNDER CONSIDERATION AND HOW THE SELLING PRICE WAS ARRIVED AT. MR. <br />REGAN STATED THAT CORBETT SMITH AND BRYAN CARTER ARE THE PRINCIPAL <br />OWNERS OF ABCO SALES & CONSTRUCTION, AND THE PRICE WAS ARRIVED AT <br />BY NEGOTIATION WITH THE OWNERS. <br />CHAIRMAN LYONS POINTED OUT THAT THE NEGOTIATIONS AND SELLING <br />PRICE ARE,NOT A MATTER WITHIN THE PURVIEW OF THIS COMMISSION; THE <br />COMMISSIONS ONLY PREROGATIVE IS TO SAY WHETHER WE FEEL THE PROPOSED <br />SITE IS DESIRABLE FOR SUCH A DEVELOPMENT. <br />JOSEPH EGAN, CHAIRMAN OF THE HOUSING AUTHORITY, STATED THAT <br />THEY DID NOT WISH TO GIVE THE IMPRESSION THAT THE SALES PRICE IS <br />CAST IN STONE AT THIS POINT. <br />COMMISSIONER BIRD ASSUMED THE SELLING PRICE OF THE LOTS <br />WOULD BE COMPUTED TO BE A WASH-OUT SITUATION. <br />MR. REGAN EXPLAINED THAT STATE REQUIREMENTS ARE QUITE <br />STRINGENT. THE HOUSING AUTHORITY MUST HAVE AN APPRAISAL OF THE LAND <br />BEING PURCHASED AND THEN A DISPOSITION APPRAISAL; THEY CANNOT MAKE <br />A PROFIT. <br />COMMISSIONER FLETCHER EXPRESSED CONCERN THAT THE PHYSICAL <br />LOCATION OF THE SITE IN THE HEART OF GIFFORD WILL DISCOURAGE USE BY <br />OTHER THAN MEMBERS OF THE BLACK COMMUNITY. HE AGREED THERE IS A DIRE <br />NEED FOR HOUSING IN GIFFORD, BUT POINTED OUT THERE ARE OTHERS WHO <br />ALSO WOULD LIKE TO AVAIL THEMSELVES OF THIS OPPORTUNITY. <br />MR. REGAN NOTED THAT WHILE IT IS THE MISSION OF THE HOUSING <br />AUTHORITY -TO PROVIDE HOUSING FOR PEOPLE WHO NEED IT, REGARDLESS OF <br />x <br />COLOR, THE HOUSING AUTHORITY IS REQUIRED TO CARRY OUT SUCH A DEVELOP- <br />MENT AT A SITE THAT HAS WATER AND SEWER FACILITIES AVAILABLE. MR. <br />REGAN CONTINUED THAT THE PROPOSED SITE IS IN A FINE AREA OF GIFFORD, <br />NOT A SLUM AREA, AND HE ENVISIONED THEIR PROJECT TO BE SO ATTRACTIVE <br />THAT IT WILL NOT EXCLUDE WHITE FAMILIES FROM BUYING. <br />16 <br />w . <br />
