2.03 CAMERA <br />The color video camera used in the recording system shall have a horizontal <br />resolution of 300 lines at center, a luminance signal-to-noise ratio of 45dB, and <br />a minimum illumination requirement of 25 foot candles. <br />2.04 TAPES <br />Audio -video tapes shall be new. Reprocessed tapes will not be acceptable. The <br />tapes shall be one-half inch, high energy, extended still frame capable <br />videocassette, shall be interchangeable with the color videocassette player, and <br />shall be compatible for playback with the player -receiver. <br />PART 3 -- EXECUTION <br />3.01 VIDEOTAPING PROCEDURES <br />A. Each tape shall begin with the current date, project name, and <br />municipality, and be followed by the general location; i.e., name of <br />street, house_ address, viewing side, and direction of progress. The <br />audio track shall consist of an original live recording. The recording shall <br />contain the narrative commentary. <br />B. All video recordings must, by electronic means, display continuously and <br />simultaneously generate, with the actual taping, transparent digital <br />information to include the date and time of recording, and station <br />numbers, if shown on the Drawings. The date information shall contain <br />the month, day, and year. The time information shall contain the hour, <br />minute, and second. Additional information shall be displayed <br />periodically. Such information shall include, but not be limited to, <br />project name, contract number, name of street, house address, <br />direction of travel, and the viewing side. The transparent information <br />shall appear on the screen. <br />C. All taping shall be done during times of good visibility. No taping shall <br />be done during precipitation, mist, or fog. The recording shall be done <br />only when sufficient sunlight is present to properly illuminate the <br />subjects of recording and to produce bright, sharp video recordings of <br />those subjects. <br />D. The rate of speed in the general direction of travel of the vehicle used <br />during taping shall not exceed 44 feet per minute.
