INCONSISTENCIES AND WAS ONE OF THE PRIMARY REASONS WHY THE COST OF <br />BUILDING WAS SO HIGH. COMMISSIONER FLETCHER STATED THAT A GOOD <br />BUILDING DIRECTOR COULD DO THE SAME THING THE CODE DOES, AND WITH A <br />LOT MORE CREATIVE ABILITY. HE STRESSED THAT WITH THE NEW CONSTRUCTION <br />GOING ON TODAY, THE ENGINEER OR ARCHITECT MUST PUT HIS CERTIFIED <br />SEAL ON THE SET OF PLANS, AND HE FELT THEY SHOULD BE MADE RESPONSIBLE - <br />THIS WOULD'ENABLE THE BUILDING DEPARTMENT TO QUIT DOUBLE-CHECKING <br />HIM. HE CONTINUED THAT AS LONG AS THE ENGINEERS AND ARCHITECTS KNOW <br />THEY WILL BE CHECKED AND CORRECTED, THEY WILL NOT HAVE THE MOTIVATION <br />TO DO IT RIGHT THE FIRST TIME. THE ENGINEERS AND ARCHITECTS SHOULD <br />BE GOVERNED BY THEIR CODE OF ETHICS. <br />MOTION WAS MADE BY COMMISSIONER SCURLOCK, SECONDED BY <br />COMMISSIONER BIRD,TO ADOPT ORDINANCE N0. 81-13 AMENDING SECTION 4-31 <br />INDIAN RIVER COUNTY CODE OF LAWS AND ORDINANCES STANDARD BUILDING <br />CODE ADOPTED TO PROVIDE FOR ADOPTION OF THE THIRD PRINTING OF THE <br />STANDARD BUILDING CODE, 1979 EDITION, AND PROVIDING FOR AN EFFECTIVE <br />DATE. <br />DISCUSSION FOLLOWED, AND COMMISSIONER SCURLOCK THOUGHT THE <br />BOARD WOULD BE OPENING THEMSELVES UP TO A LOT OF ABUSE IF THE <br />SOUTHERN STANDARD BUILDING CODE WAS NOT USED. <br />COMMISSIONER FLETCHER POINTED OUT THE RIGHT OF AN INDIVIDUAL <br />TO BUILD HIS OWN HOUSE AND MAKE HIS MISTAKES SO LONG AS HE DOES NOT <br />HARM HIS NEIGHBOR. HE FELT THE ENGINEERS AND ARCHITECTS SHOULD BE <br />MADE RESPONSIBLE UNDER THEIR SEALS. COMMISSIONER FLETCHER ADVISED <br />THAT THESE INDIVIDUALS ARE USING THE COUNTY STAFF TO MAKE SURE THEIR <br />WORK IS CORRECT. <br />COMMISSIONER BIRD POINTED OUT THAT IF THEY DID NOT HAVE <br />THE SOUTHERN STANDARD BUILDING CODE,`THEY WOULD BE USING OUR STAFF <br />MORE THAN EVER. <br />ATTORNEY COLLINS WANTED THE BOARD TO BE SURE AND TAKE <br />INTO CONSIDERATION THAT THE BUILDING DIRECTOR MUST HAVE A GUIDE TO <br />
