APR 151981 <br />7777,777 <br />BOOK' PA . <br />THE COUNTY COMMISSION INITIATE ACTION TO REZONE THE APPLICANT'S <br />ENTIRE PIECE OF PROPERTY TO R -2B. <br />ATTORNEY COLLINS, FELT THAT SHOULD BE TWO SEPARATE MOTIONS. <br />COMMISSIONER FLETCHER WITHDREW HIS MOTION AND COMMISSIONER SCURLOCK <br />WITHDREW HIS SECOND,. <br />MOTION WAS MADE BY COMMISSIONER FLETCHER, SECONDED BY COMMIS- <br />SIONER SCURLOCK, THAT THE REQUEST FOR REZONING BE DENIED. <br />COMMISSIONER BIRD STATED THAT HE PROBABLY WOULD VOTE IN <br />FAVOR OF DENIAL, BUT WOULD ENCOURAGE THE DEVELOPER TO COME BACK FOR <br />A CONTIGUOUS REZONING. <br />ATTORNEY HENDERSON ASKED FOR A MOMENT TO CONSULT WITH HIS <br />CLIENT, AND THEN INFORMED THE BOARD THAT THEY WOULD AMEND THEIR <br />PETITION TO ASK FOR R-21) BECAUSE IF THEY ARE FORCED TO GO BACK TO <br />ANOTHER REZONING, IT WILL SERIOUSLY DELAY DEVELOPMENT AND CAUSE <br />FINANCIAL PROBLEMS. ATTORNEY HENDERSON NOTED THE PLANNING BOARD HAS <br />BEEN AVERAGING DENSITIES IN THE PAST, AND HE BELIEVED SOME SORT OF <br />AVERAGING CONCEPT SHOULD BE ADOPTED. <br />PLANNING DIRECTOR REVER STATED THE DENSITY WOULD COME OUT <br />TO ABOUT 10.5 IF YOU COULD AVERAGE IT OUT OVER THE ENTIRE PARCEL. <br />THE CHAIRMAN CALLED FOR THE QUESTION ON THE MOTION TO DENY <br />THE REZONING REQUEST.
