THROUGH THE DESIGN PAGE BY PAGE. <br />HE NOTED THAT HIS, COMMENTS MADE <br />TO REYNOLDS, SMITH & HILLS ARE TO BE INCORPORATED IN THE DESIGN. <br />MR. DAVIS COMMENTED THAT AS FAR AS THE DESIGN IS CONCERNED, HE FELT <br />VERY COMFORTABLE WITH IT. <br />CHAIRMAN LYONS STATED HIS PERSONAL FEELING REGARDING THE <br />MATTER WAS THAT HE WOULD RATHER SEE IT OVER -DESIGNED RATHER THAN <br />UNDER -DESIGNED. <br />COMMISSIONER SCURLOCK STATED THAT ALL OF THIS PRECEDED HIS <br />TERM AND HE WOULD HAVE VOTED ItNO" TO INDIAN RIVER BOULEVARD BEING <br />THE NUMBER ONE PRIORITY. HE ADDED THAT HE WOULD HAVE PREFERRED <br />THE NUMBER ONE PRIORITY TO BE 16TH STREET AT THE HIGH SCHOOL. <br />COMMISSIONER SCURLOCK STATED HE WAS REALLY IN OPPOSITION TO THIS <br />PROJECT - THE COUNTY ONLY HAS $2.8 MILLION AVAILABLE, AND HE FELT <br />THE PROJECT WOULD COST MORE. <br />MOTION WAS MADE BY COMMISSIONER SCURLOCK, SECONDED BY COM- <br />MISSIONER BIRD, THAT IF THE COUNTY DOES GO AHEAD WITH THE PROJECT, <br />REYNOLDS, SMITH & HILLS BE DIRECTED TO DESIGN THE BOX CULVERT, <br />REPLACING THE ELLIPTICAL CULVERT. <br />THERE WAS A BRIEF DISCUSSION THAT FOLLOWED. <br />COMMISSIONER FLETCHER RECALLED THE FLOODED CONDITIONS IN <br />THE AREA IN 1957, HE WAS OPPOSED TO THIS BEING THE NUMBER ONE <br />PRIORITY AND WAS HOPEFUL THAT THE BOARD WOULD REVIEW THEIR PRIORITIES <br />AND RECONSIDER THE WHOLE PROJECT. <br />COMMISSIONER BIRD THOUGHT THEY WOULD HAVE TIME TO RESTUDY <br />THE ENTIRE SITUATION BUT WOULD SUPPORT THE MOTION. <br />COMMISSIONER SCURLOCK FELT THE BOX CULVERT MATTER IS THE <br />t <br />DECISION BEFORE THE BOARD TODAY, AND HE DOES NOT WANT TO INDICATE <br />THAT HE WOULD SUPPORT THIS PROJECT IN THE FUTURE - JUST TO THIS ONE <br />SPECIFIC BOX 'CULVERT. <br />THE CHAIRMAN CALLED FOR THE (QUESTION.
