SULLIVAN HOPED THAT -HE WOULD HAVE AN OPPORTUNITY TO <br />STATE HIS OBJECTIONS IN THIS MATTER, AND WONDERED WHERE IT WOULD <br />BE POSSIBLE TO FIND,SOMEONE WITH AUTHORITY ON THE ENVIRONMENTAL BOARD. <br />CHAIRMAN LYONS ADVISED THAT THEY HAD DEALT WITH THE EXECUTIVE <br />DIRECTOR OF THE DEPARTMENT OF ENVIRONMENTAL REGULATION. <br />COMMISSIONER BIRD NOTED THAT MR. LITTLE'S COMMENTS REMAINED <br />UNANSWERED, AND REQUESTED ADMINISTRATOR NELSON TO RESPOND TO THEM. <br />ADMINISTRATOR NELSON STATED THAT HE WOULD FURNISH THE CITY <br />WITH A FORMAL LETTER. <br />TOM BUCHANAN, MEMBER OF THE VOLUNTEER AMBULANCE SQUAD, <br />CAME TO THE BOARD REPORTING THAT IN 1979 THEY MADE 681 RUNS FROM THE <br />BEACH AREA TO THE HOSPITAL, AND IN 19801 751 RUNS. HE THOUGHT HAVING <br />FOUR MINUTES WAS VERY IMPORTANT IN SAVING A LIFE, AS THE AMBULANCE <br />SQUAD CAN ONLY DO BASIC LIFE SUPPORT, SUCH AS CPR. MR. BUCHANAN <br />HOPED THE BOARD WOULD TAKE THIS INTO CONSIDERATION - HE FELT MORE <br />LIVES COULD BE SAVED BY HAVING INDIAN RIVER BOULEVARD. MR. BUCHANAN <br />STATED THEY HAVE PEOPLE VOLUNTEER THEIR TIME AND THEIR LIVES BY <br />WORKING AS VOLUNTEERS ON THE AMBULANCE SQUAD, AND HE FELT THERE WAS <br />A HEAL•T-H AND LIFE-SAVING SITUATION IN CONSIDERING THIS ROAD. <br />ROBERT LLOYD, CONSULTING ENGINEER, CAME BEFORE THE BOARD <br />ON BEHALF OF PAUL HOFFMAN OF CHICAGO, WHO OWNS APPROXIMATELY 85% OF <br />THE RIGHT-OF-WAY THAT THIS ROAD WILL BE BUILT ON. HE THEN READ FROM <br />A LETTER HE RECEIVED FROM MR. HOFFMAN WHERE FIVE POINTS WERE STRESSED: <br />(1) HE OBJECTED TO THE LOCATION OF THE PROPOSED INDIAN RIVER <br />.F <br />BOULEVARD AND THOUGHT IT SHOULD BE LOCATED NO MORE THAN 200' EAST <br />OF THE GOLF COURSE. <br />(2) THE WIDTH OF INDIAN RIVER BOULEVARD SHOULD BE NO MORE THAN <br />100'. <br />(3) HE OBJECTED TO REMOVAL D F FILL, AND OF THE PROPERTY LINE <br />BETWEEN INDIAN RIVER BOULEVARD AND THE EXTENSION OF HIS WEST PROPERTY <br />
