Description and Conditions. <br />In conjunction with the recently passed local ordinance requiring <br />a Binding Letter of Interpretation from the Sta-te, the Planning <br />and Zoning Department is submitting an ordinance requiring the <br />development of Community Impa.ct Ev-aluation report, -to be prepared <br />by the applicant for site plans or subdivisions,_whose size or <br />potential size exceeds the thresholds stated in the document for <br />the -various types of development. <br />The intent of this ordinance is much the same as the DRI process,- <br />to identify local impacts both imnTediate and future, of proposed <br />"tldevelopments, and to m.itigate these by whatever reasonable means <br />possible. The county will also be able to suppliment their <br />information base for ongoing.and-special analysis of growth -problems. <br />Development proposals such as some recently encountered as well as <br />some developments which continue to grow in scope and physical, but <br />which by their nature are not subject to state and regional review <br />nontheless have significant local impact and should receive local <br />assessment"prior to the normal review process. <br />The Planning and Zoning Commission as well as the County Attorney's <br />office has worked with the Planning and Zoning Department staff <br />to create this document. A public hearing was held on April 2, <br />1981, and continued to April 30th, at which a recommendation for <br />approval was given by a unanimous vote of the Planning and Zoning <br />Commission. <br />2. Alternatives and Analysis. <br />A. A date for the public hearing should be set for the earliest <br />opportunity. Passage of this proposed ordinance will provide <br />reviewers and decision -makers with greater understanding of <br />the effects of both the proposed development and the relation - <br />ship between it and the surrounding areas as well as the <br />impacts on providing public facilities of all kinds. <br />B. The second alternative is to continue to use the existing <br />ordinances with the general statements which allow for requests <br />for "additional information" at the discretion of the staff <br />and Boards, which are inadequate and open to interpretation. <br />i <br />6 <br />
