Nelson, REFERENCES -Engineer of Record: Edwin Schmucker <br />County Administrator <br />Description and Conditions <br />The Engineer -of -Record for the above subject project is requesting <br />Preliminary Plat Approval. This project was approved by the Technical Review <br />Committee on March 10, 1981 subject to the following revisions: <br />1) A marginal access paved street be provided to serve the six(6) <br />residential lots along. -CR 512 (Fellsmere Rd.) in accordance with <br />Subdivision Ordinance 75-3 <br />2) Provide a 20 foot wide drainage easement along the west side of <br />Lot 7 <br />Alternatives and Analysis <br />The Engineer -of -Record has provided the marginal access road and ease- <br />ment; however, paving of the road is only shown from Fellsmere Road to --the lot <br />line between lots 3 and 4. Access to Lots 1,2,5,and 6 is proposed via an un- <br />improved (shell) road.; It is the recommendation of the TRC, Planning Depart- <br />ment, and County-Engineer-ing.Division to require the full paving of the access <br />road serving lots I thru 6. <br />Recommendations and Funding <br />Approval of the Preliminary Plat Application for Roseland Acres Sub- <br />division <br />ub- <br />division is recommended subject_ to requiring the developer to pave the entire <br />length of -the marginal -access road along County Road 512. <br />There are no funding considerations to be considered for this item <br />at this time. <br />ENGINEER EDWIN SCHMUCKER CAME BEFORE THE BOARD REPRESENTING <br />DR. HENRY FISCHER. HE.NOTED THERE ARE ONLY SIX LOTS IN THE PROPOSED <br />SUBDIVISION THAT FRONT ON FELLSMERE ROAD,.AND THEY WANT TO -PROVIDE <br />A MARL ROAD ALONG THE ROADWAY'BY THESE LOTS WITH A PAVED ACCESS INTO <br />THE MIDDLE LOTS THIS WILL BE A PRIVATE ROAD RIGHT-OF—WAY, AND -THERE <br />WON' T BE.'ANY COUNTY COMMITMENT TO -IT. ISR , SCHMUCKER `NOTED THAT WHILE - <br />COUNTY -REGULATIONS -REQUIRE THAT_A PARALLEL ACCESS -ROAD BEA 40' RIGHT- <br />OF—WAY WITH A 2O' PAVEMENT, THIS ROAD IS NOT -ACTUALLY A PARALLEL <br />ACCESS R-OAD-BECAUSE_IT -ISN'T A CONTINUOUS ACCESS ROAD AND CANNOT BE <br />BECAUSE OF -THE CREEK <br />MAY <br />20 l: <br />97 544 <br />® I <br />
