Comprehensive Plan Transportation Element <br />transportation for ambulatory and non-ambulatory residents, with the fare for service ranging <br />from $5.99 per person for group trips to $16.07 per person for wheelchair trips. These costs are <br />usually reimbursable by insurance. From 1996 to 2005, demand response service experienced a <br />27.8% decrease in passenger trips. While demand response service continues to serve riders who <br />for various reasons are unable to use the fixed route system, the county has successfully <br />transferred thousands of riders to the less costly fixed route system by expanding and publicizing <br />the fixed route system and concentrating routes in traditionally underserved areas. <br />Proposed improvements to the demand response transportation system are contained in the 2008 <br />TDP Major update and the most recent Transportation Disadvantaged Service Plan. Going <br />forward, the county needs to implement the strategies contained in these plans to improve its <br />transportation disadvantaged transportation system and needs to revise and update those plans as <br />necessary. <br />Aviation, Rail, & Intermodal Facilities <br />Echoing a national trend, total operations at local general aviation airports have declined in <br />recent years. Even though commercial aviation service is no longer available in the county, there <br />are no plans to resume scheduled passenger service. A principal reason for that is that the <br />Melbourne, Palm Beach and Orlando Airports are all within a half hour to an hour and half drive <br />from the county. <br />With respect to access to the airports, the roadways accessing both major Indian River County <br />airports currently function at level of service "D" or better. Although neighborhood opposition <br />resulted in the deletion of a proposed four-laning of Roseland Road (which is the primary <br />entrance to the Sebastian Airport) several years ago, access to the Sebastian Airport remains <br />consistent with adopted standards. <br />Recently, both the Vero Beach and Sebastian Airports completed Master Plans to guide future <br />development and operations. Consistent with its master plan, the Vero Beach Municipal Airport <br />recently renovated its terminals and hangers. The airport is also participating with the county on <br />a number of trail and road widening projects that will improve access to those locations. One <br />such project is the widening of Aviation Boulevard from two to four lanes between US 1 and <br />43rd Avenue. This planned construction project includes a multimodal component. These <br />multimodal improvements will include new bus stops, airport access points, sidewalks, and <br />recreational paths. Other areas of the airport and surrounding property will be incorporated into a <br />greenways trail to provide recreational and travel opportunities. <br />Although there are no public, general aviation airports within the unincorporated area and, <br />therefore, under County jurisdiction, there are private airports and airstrips. In addition, there are, <br />within the unincorporated county, clear zones, height limitation zones, and noise impact zones <br />associated with the municipal airports. In the future, the County must not only address those <br />issues, but also address roadway access to the airports. <br />Community Development Department Indian River County 108 <br />
