Comprehensive Plan Transportation Element <br />For airports then, the County must maintain its airport zoning regulations which address airport <br />height and noise impacts on new development. As structured, the future land use map provides <br />for compatible land uses in areas close to airports. <br />By programming the roadway improvements incorporated within this element, the County can <br />ensure that adequate access to public use airports will be maintained. It is also important that the <br />County continue to coordinate with the municipal airports with respect to industrial development <br />on airport properties and encourage intermodal management of surface and water transportation <br />within these facilities. <br />Rail and Intermodal Planning <br />In Indian River County, the Florida East Coast Railway is a single-track class II rail line and is <br />the only rail facility in the county. Currently, it is being double -tracked throughout Indian River <br />County to improve freight mobility and minimize delays at crossings. Recently, a number of <br />statewide and/or regional initiatives, including the Committee for a Sustainable Treasure Coast, <br />the 2025 Florida Transportation Plan, and the FDOT Future Corridors Action Plan, have all <br />recommended that local governments work with FDOT to secure access to the FEC corridor for <br />future rail passenger service. Consistent with the recommendation, the state has submitted an <br />application for Federal Stimulus funding to provide Amtrak passenger rail service along the FEC <br />corridor between Jacksonville and Miami. If approved, this service would include a stop in Vero <br />Beach. In the future, the county should continue to work with FDOT rail passenger station <br />development in anticipation of future passenger rail service. The county should also maintain its <br />downtown Vero Beach intermodal hub to ensure smooth rail, auto, and transit connections. <br />Truck and Goods Movement <br />Prior to 2003, one roadway, 82"d Avenue south of SR 60, was posted as a truck route in Indian <br />River County. This segment, along with Oslo Road from 82'd to USI, constituted approximately <br />10 miles of identified truck routes. In 2003, the county developed a truck traffic routing plan to <br />identify locations for truck routes and truck restrictions. Through this study, the county identified <br />an additional 70 miles of truck routes. That plan was developed to streamline the flow of freight <br />and goods and keep truck traffic out of residential corridors. Preliminary indications are that the <br />plan has been successful in reducing the number of truck complaints on several county corridors, <br />including 43`d Avenue south of SR 60. In the future, the county should maintain the Truck Traffic <br />Routing Plan and evaluate the suitability of new truck routes as roads are constructed and widened <br />in Indian River County. <br />Intercity Bus <br />In terms of regional transportation, the Greyhound Bus Line provides service to West Palm <br />Beach, Ft. Lauderdale, Miami, Titusville and Orlando, where connecting routes are available. It <br />embarks several times a week from the Texaco Gas Station on USI in Vero Beach. <br />Community Development Department Indian River County 109 <br />
