Comprehensive Plan Transportation Element <br />GOALS. OBJECTIVES & POLICIES <br />The goals, objectives, and policies are the most important parts of each comprehensive plan <br />element. This section identifies the transportation element goals, objectives, and policies. <br />Transportation Element Goal <br />Indian River County shall have a safe, efficient, and accessible transportation system which <br />provides for mobility of all residents and visitors, encourages freedom of choice among <br />alternative modes of travel, respects the natural and built environment, meets the stated <br />needs of local jurisdictions, and is determined to be financially feasible. <br />Traffic Circulation <br />OBJECTIVE 1 ADEOUATE TRANSPORTATION SYSTEM <br />The county acknowledges that there are no existing roadway capacity deficiencies within the <br />County. Through 2030, the county traffic circulation system will continue to operate at or above <br />the minimum service levels specified in policy 1.1. <br />POLICY 1.1: The county hereby adopts traffic circulation level of service standards. <br />These standards are as follows: Level of service "D" or better shall be maintained on all <br />TRIP grant funded roads as well as all freeway, arterial and collector roadways with the <br />exception of the following two, which will operate at 20% in excess of level of service <br />"E <br />27th Ave — South County Line to SR 60 <br />43rd Ave — Oslo Road to 16th Street <br />For SIS/Florida Intrastate Highway System roadways, level of service "B" is adopted for <br />rural areas, and level of service "C" is adopted for urban areas. <br />POLICY 1.2: Proposed roadway projects shall be evaluated and ranked in order of <br />priority according to the following guidelines: <br />a. Whether the project is needed to protect public health and safety, to fulfill the <br />county's legal commitment to provide facilities and services, or to preserve or <br />achieve full use of existing facilities; <br />b. Whether the project increases efficiency of use of existing facilities, protects <br />interregional and intrastate functions of the Florida Intrastate Highway System, <br />prevents or reduces future improvement cost, provides service to developed areas <br />lacking full service, or promotes in -fill development; <br />Whether the project represents a logical extension of facilities and services within <br />a designated urban service area; <br />Community Development Department Indian River County 123 <br />
