Comprehensive Plan Transportation Element <br />o Transit Alternatives <br />With respect to transit, the Indian River County MPO modeled expanded transit service on the <br />43rd Avenue Corridor as part of the recently completed five-year Transit Development Plan — <br />Major Update. According to consultant estimates, expanded transit service on 43rd Avenue <br />operating at the system standard one-hour headways would result in 10,843 riders/year. On a <br />peak -hour basis, this would translate into approximately 1,000 riders. Divided out over 250 <br />annual service days, the impact of expanded service on the 43rd Avenue corridor would equal <br />approximately 4 peak hour trips. Even if the route were operated at one-half hour headways, the <br />TDP analysis indicates that the route would not carry nearly enough riders to mitigate sufficient <br />trips to maintain level of service "D" on 43rd Avenue. <br />o Level of Service Alternatives <br />Given the absence of viable roadway or transit alternatives in the 43rd Avenue/27th Avenue <br />corridor, the county adopted Level of Service `B" plus 20% as the minimum acceptable level of <br />service standard for the following roadways: <br />- 27th Avenue — South County Line to SR 60 <br />- 43rd Avenue — Oslo Road to 16th Street <br />Since that decision, a subsequent analysis determined that a four lane section (as opposed to the <br />original five -lanes) on these roadways would enable the county to maintain its LOS "D" standard <br />while minimizing the impacts to surrounding properties. Consequently, both 27th and 43rd <br />Avenues have been programmed for improvement to four -lane divided facilities. Therefore, the <br />adopted level of service standard of "E+20%" for 27th and 43rd Avenues can be changed back to <br />level of service "D" when these roadways are in the first three years of the county's capital <br />improvement program. Since 27th and 43rd Avenues are arterial roadways with strategic <br />countywide and regional significance, the county should construct these roadways as four -lane <br />divided facilities and restore the countywide adopted level of service of "D" to these facilities. <br />• Intersection Analysis <br />Even after all 2030 LRTP improvements are constructed in Indian River County, a small number <br />of corridors will exceed their adopted levels of service. To address this issue, the MPO identified <br />corridors with v/c ratios in the range of 0.98 and 1.2 for additional analysis to determine if any <br />corridor improvements, other than widening, could improve level of service. Since signals are <br />almost always the constraint points in urban area corridors, improvements to intersections within <br />constrained corridors can sometimes mitigate congestion within the corridor. Potentially <br />congested intersection locations include: <br />- SR AlA @ 17th Street <br />- US 1 (Sebastian) @: <br />Barber Street <br />Schumann Drive <br />CR512 <br />- SR 60 @: <br />Community Development Department Indian River County 71 <br />
