These potential intersection improvements include <br />adding turn lanes; adjusting signal timing; and making ITS improvements. <br />• Advanced Right -of -Way Acquisition <br />Table 4.9.1 identifies the county's advanced right-of-way needs for roadways through the year <br />2030. As indicated, almost all Thoroughfare Plan roadways will eventually require additional <br />right-of-way acquisition by the county. According to the 2030 LRTP, right-of-way costs to <br />complete the 2030 Roadway Improvements Plan are approximately $128.8 million. To ensure <br />that sufficient right-of-way is available for future construction projects, the county should <br />develop a balanced capital improvement program that includes advanced right-of-way <br />acquisition funding along with construction funding. <br />Because of the increase of low intensity, non -urban uses outside of the urban service area, the <br />county needs to ensure that this kind of development does not preclude the eventual extension of <br />the roadway grid system. If the future land use map is eventually amended or if the urban service <br />area is extended, maintaining adequate access in these areas will be critical in connecting the <br />county system of roads. For identifying and protecting essential right-of-way, the primary <br />mechanism is the Extended Roadway Grid Network (Figure 4.10). As development continues, <br />this grid network should be protected by requiring appropriate land dedication through the site <br />plan and subdivision approval process. <br />• Other Needs <br />Besides the Cost Feasible Plan roadway capacity improvements and intersection and right-of- <br />way needs, there are other traffic circulation system needs that must be addressed. These other <br />needs include bridge improvements, resurfacings, and safety projects. Cost estimates for these <br />improvements were obtained from programmed and proposed project listings; from historic costs <br />per lane mile; and from growth projections. These costs are listed alongside Cost Feasible Plan <br />improvements in the transportation capital improvements program (Table 4.9.4). <br />• Cost Feasible Plan Improvements <br />The MPO's 2030 cost feasible roadway improvements plan is depicted in Figure 4.8 (Table <br />4.9.3). When all cost feasible improvements are completed, the roadway network laneage in <br />Indian River County will have increased substantially, as shown in Figure 4.9. Because of this <br />additional capacity, future roadway level of service will be maintained above the adopted level <br />of service as for those roadways.
