Comprehensive Plan Transportation Element <br />Levels of service are generally designated by letters A through F, with LOS A representing the <br />best operating conditions (free flow) and LOS F the worst (forced or breakdown flow). <br />Characteristics of each level of service are listed below: <br />Level of Service A <br />- Uninterrupted flow <br />- No restriction on maneuverability <br />- Few or no delays <br />Level of Service B <br />- Stable flow conditions <br />- Operating speed beginning <br />to be restricted <br />Level of Service C <br />- Speed and maneuverability <br />restricted by higher traffic volumes <br />- Satisfactory operating speed <br />- Delay at signals <br />Level of Service D <br />- Low speeds <br />- Major delays at signal <br />- Little freedom to maneuver <br />Level of Service E <br />- Lower operating speeds <br />- Major delays and stoppages <br />- Volumes at or near capacity <br />Level of Service F <br />- Low speeds <br />- Stoppages for long periods <br />because of downstream congestion <br />For planning purposes, the level of service for a roadway link is determined by comparing the <br />link's traffic volume to its roadway capacity. Generally, level of service calculations are <br />determined using guidelines established in the latest edition of FDOT's Level of Service <br />Handbook. Alternatively, level of service can be determined using other methodologies, <br />including ART -Plan analyses, speed -delay studies or the Highway Capacity Manual method. <br />In Indian River County, level of service "D" is the minimum accepted standard during peak <br />hour, peak season, peak direction conditions. The peak hour/peak season parameter is <br />considered the 100th highest hour of traffic activity during a year. <br />In 2005, the Board of County Commissioners (BCC) changed the level of service standard to <br />"E+20%" on 27th Avenue (from the south county line to SR 60) and on 43rd Avenue (from Oslo <br />Road to 16th street). This was done in response to citizen opposition to proposed widening <br />projects on those roads. Since level of service "D" on those roads was not possible without the <br />widening, the county instead reduced the level of service standard on those roads. Since that <br />time, the board has determined that LOS "D" should be maintained on those roads, and the road <br />widening projects are now included in the Comprehensive Plan. Therefore, the "E+20%" <br />standard will be changed back to LOS "D" when the four lanings are programmed in the first <br />three years of the Capital Improvements Program. <br />&fety <br />Crash data for 2005 are included in Table 4.2. In 2005, the intersection of 17th Street and US 1 had <br />the highest number of crashes, with 23 crashes recorded.
