TO: Board of County Commissioners DATE:June 17,1981 <br />F1LE:ZC 81-11-451 <br />SUBJECT: County initiated rezoning of <br />Cummins property from R-3 Multi- <br />family to R-11 Multi -family <br />FROM: David M. Rever REFERENCES: <br />Planning and Zoning Director <br />It is recommended that the data herein presented be given formal consideration by <br />the Board of County Commissioners. <br />1. Description and Conditions <br />The Board of County Commissioners initiated action to rezone from R-3 Multi -Family <br />(15 units/acre)to R -2B Multi -Family(° units/acre) an 18.8 acre parcel located on <br />the Indian River, 650 feet east of U.S. #1, adjacent to the north side of 106th Street. <br />Sebastian Highlands is on the west side of U.S. #1, The subject property and the <br />contiguous properties to the west (zoned R -2B Multi-Family),•and C -1A Restricted Comr~.- <br />presently under single ownership. The owner proposes to develop the entire parcel <br />into a residential and related neighborhood commercial area. In pursuing this p' - <br />the owner was granted a rezoning request for the parcel presently R -2B. <br />The subject {property has a few rows of groves on the western boundary with%native <br />vegetation extending east to the Indian River. The eastern portion of the property <br />contains wetlands and lies within the 100 -year floodplain. There is a group of <br />mobile homes fronting on the river and an inlet directly south of the subject property. <br />2. Alternatives and Analysis <br />A) Approve the action and rezone the property to R -2B Multi -Family -(8 units/acre)., <br />This alternative incorporates the design flexibility of multi -family development <br />with a density compatible with the limited carrying capacity of the land and the <br />existing land use patterns. The Planning staff recommends this alternative. <br />B) Abandon the rezoning action, leaving the subject property in an R-3 Multi -Family <br />District (15 units/acre). This alternative would allow development intensities <br />which exceeds the land's carrying capacity. <br />C) Recommendation <br />s <br />This rezoning action has been returned directly to the Board of County Commissioners <br />at their request. <br />That the Cummins property, an 18.8 acre parcel located on the Indian <br />River 650 feet east of U.S. 1 adjacent to the north side of 106th Street, <br />be_ rezoned from R-3 Multiple Family to R -2B Multiple Family. <br />COMMISSIONER FLETCHER WISHED TO KNOW HOW MUCH OF THE ANTICI- <br />PATED DEVELOPMENT WOULD BE IN THE 100 YEAR FLOOD PLAIN AREA, AND WHILE <br />MR. CHALLACOMBE DID NOT HAVE SPECIFIC DATA, HE ESTIMATED ABOUT 1/4 OF <br />THE PROPERTY IS ENVIRONMENTALLY SENSITIVE AND WHATEVER IS RESIDUAL <br />FROM THE ENVIRONMENTALLY SENSITIVE AREAS WOULD BE DEVELOPED AS PER <br />THE ZONING CLASSIFICATION.
