These stations have been operating under license, standards, and periodic <br />inspection of the Florida Department of Highway Safety and Motor Vehicles. <br />J <br />Under the current programs, inspection stickers are purchased from the State <br />at a cost of forty cents OW each, and issued at a charge of three dollars <br />($3.00) each. Vehicles presented for inspection after expiration of a current <br />sticker are assessed an additional one dollar ($1,00) late fee.. <br />Total vehicle inspections in Indian River County for the past three calendar <br />years were: <br />1978: <br />1979: <br />•:2 <br />The intent of vehicle inspection programs is to insure that vehicles <br />utilizing public roads meet some basic safety standards, The extent <br />to which the present program has met this objective can be, and is, <br />argued between opponents and proponents of the program. There does not <br />apprar to be any conclusive statistical information to support either <br />prsition. <br />The Administration believes that the vehicle inspection program is <br />generally beneficial in terms of increasing the overall road -worthiness <br />of vehicles on our public roads, thereby reducing accidents and injuries <br />which may result from faulty equipment. <br />With the Board's concurrence, the Administration will undertake a more <br />detailed and comprehensive review of the County's options under the new <br />Act, identifying potential costs and/or revenues to the County, expected <br />actions of neighboring counties, training and certification processes <br />required, and other similiar information necessary for the Board to make <br />and informed decision regarding continuation of a vehicle inspection pro- <br />gram for Indian River County under the provided local option. <br />In the interim, the Administration requests some general discussion and <br />expres!:ion of feelings by the Board. Should there be any questions, or <br />should any additional information be desired, please advise. <br />COMMISSIONER SCURLOCK STATED THAT WE NEEDED TO SPEND <br />SOME STAFF TIME ANALYZING OUR OPTIONS ON THE VEHICLE INSPECTION <br />PROGRAM. <br />COMMISSIONER BIRD AGREED, ALONG WITH COMMISSIONER WODTKE, <br />AND THEY FELT THERE SHOULD BE CONSISTENCY IN ENFORCEMENT OF THE PROGRAM. <br />CHAIRMAN LYONS FELT THAT WE OUGHT TO HAVE A STUDY MADE <br />AND, HOPEFULLY, WE CAN CONTINUE AN INSPECTION SYSTEM. <br />COMMISSIONER FLETCHER ARRIVED AT THE MEETING AT 8:45 A.M. <br />DISCUSSION ENSUED,AND IT WAS DETERMINED THAT ADKINISTRATOR <br />NELSON WOULD CONDUCT A STAFF STUDY AND SEE IF THE VEHICLE INSPECTION <br />PROGRAM IS FEASIBLE AND ENFORCEABLE BEFORE THE COUNTY PARTICIPATES. <br />JUN 17 1981 BOOK e� 6 PAGE 676 <br />5 <br />
