Comprehensive Plan Economic Development Element <br />Goal, Objectives, and Policies <br />GOAL <br />It is the goal of Indian River County to have balanced and orderly economic growth. <br />OBJECTIVE 1: Low Unemployment Rate <br />Through the plan time horizon, the county's average annual unemployment rate will be no more than <br />one percentage point higher than the State of Florida's average annual unemployment rate as <br />reported by the Florida Agency for Workforce Innovation, Labor Market Statistics Center, Local <br />Area Unemployment Statistics Program, in cooperation with the U.S. Department of Labor, Bureau <br />of Labor Statistics (2007 average annual unemployment rate: Florida = 4.0% and Indian River <br />County = 5.8%). <br />Policy 1.1: The Economic Development Division of the Indian River County Chamber of <br />Commerce and other economic development groups designated by the Board of County <br />Commissioners shall promote the growth of those industries on the county's target industries list <br />(Policy 2.5). The Economic Development Division shall determine the methods to be used to <br />promote the growth of those industries and identify these methods in its annual marketing plan. The <br />results will be presented to the Economic Development Council on a quarterly basis. <br />Policy 1.2: On an annual basis, the Economic Development Division of the Indian River County <br />Chamber of Commerce and other economic development groups designated by the Board of County <br />Commissioners shall survey local businesses that are included in the county's targeted industries list <br />and have more than ten employees. The purpose of the survey is to identify opportunities and <br />problems associated with local businesses, the type of job training and assistance needed by <br />businesses, businesses willing to expand, businesses considering relocation, and linked businesses. <br />The Economic Development Division and other economic development groups shall report survey <br />results to the Economic Development Council at the first meeting of each calendar year. <br />Policy 1.3: The Economic Development Division of the Indian River County Chamber of <br />Commerce shall continue to contact businesses, as identified in its marketing plan, to encourage <br />those businesses to consider Indian River County as a possible location. The county's list of <br />targeted industries shall be the Economic Development Division's guide for the type of businesses to <br />contact. On a quarterly basis, the Economic Development Director of the Chamber of Commerce <br />shall report to the Economic Development Council the number of businesses that were contacted, the <br />type of businesses that were contacted, the number of persons employed by each of the businesses, <br />and the result or actions taken from those contacts. <br />Policy 1.4: The county, the Indian River County Chamber of Commerce, other economic <br />Community Development Department Indian River County 43 <br />
