Comprehensive Plan Housing Element <br />POLICY 5.3: The county shall offer more flexible petition paving requirements for neighborhoods <br />where at least 50 percent of residents are very low and low income households. <br />OBJECTIVE 6 SPECIAL HOUSING NEEDS <br />By 2020, The County will have sufficient lands in residential areas to accommodate group homes <br />and care facilities and will have at least 1,215 beds in group homes and care facilities. <br />POLICY 6.1: Indian River County shall require group homes and care facilities applicants to obtain <br />appropriate permits from the State Department of Children and Families. <br />POLICY 6.2: The county shall provide demographic and technical information to private and non- <br />profit sponsors willing to develop group and foster care facilities for county residents. <br />POLICY 6.3: The county shall enact regulations requiring that all foster and group home <br />developments include barrier -free design features. <br />POLICY 6.4: The county shall maintain its land development regulations that allow group homes <br />and foster care facilities in all residential districts. Group homes must obtain a valid license from <br />the Department of Children and Families and meet all the requirements of Ch. 419, F.S. <br />POLICY 6.5: The county shall provide supporting infrastructure and public facilities needed for <br />development of group homes, foster care facilities, and residential care facilities. <br />OBJECTIVE 7 FARMWORKER HOUSING <br />Through 2015, Indian River County will preserve the existing farmworker housing stock and ensure <br />that there will be no net loss in the number of farmworker housing units within the county (in 2009, <br />farmworker camps in the county had a 414 person capacity). <br />POLICY 7.1: The county shall provide assistance to private agricultural businesses to secure <br />funding for construction and/or rehabilitation of farmworker housing. The county's assistance will <br />include, but not be limited to, providing information regarding rural and farmworker housing needs, <br />ensuring the availability of lands with sufficient density and adequate infrastructure to support <br />farmworker housing developments, and providing funding assistance for farmworker housing <br />development. <br />POLICY 7.2: The county shall require permanent housing for farmworker households be located in <br />areas which contain infrastructure necessary for safe and sanitary habitation and in proximity of <br />other public services and facilities. <br />54 <br />Community Development Department Indian River County <br />
