Comprehensive Plan Housing Element <br />City of Vero Beach, City of Sebastian, City of Fellsmere, Town of Indian River Shores, and Town of <br />Orchid. <br />Unincorporated County - The entire geographic area of Indian River County, except for <br />municipalities. <br />Indian River County; County; or Countywide Area - Combined geographic areas of <br />municipalities and unincorporated county. <br />Seasonal and Migratory Units - Housing units occupied only during certain seasons of the year or <br />held for occupancy by migratory workers employed in farm work during the crop season. <br />Substandard Housing - A housing unit which has one or more of the following characteristics: (1) <br />lacks complete plumbing facilities; or (2) lacks any heating facilities; or (3) has sufficient structural <br />damage that it does not meet minimum housing code requirements. <br />Tenure — The occupancy characteristic of a housing unit. A housing unit is either owner -occupied <br />or renter -occupied. A housing unit is owner -occupied if the owner or co-owner lives in the unit even <br />if it is mortgaged or not fully paid for. All other occupied units are classified as "renter -occupied", <br />including units rented for cash and those occupied without payment of cash rent. <br />Vacant - A housing unit that no one lives in, unless the occupants are only temporarily absent. New <br />units not yet occupied are counted as a dwelling but considered vacant when windows and doors are <br />in place, finish floors are laid, and the building exterior is weatherproof. <br />Year-round Units - Housing units available or intended for occupancy at any time of the year. A <br />unit in a resort area occupied either on a year-round basis or occasionally throughout the year is also <br />considered as year-round. <br />2 <br />Community Development Department Indian River County <br />
