Comprehensive Plan <br />Conservation Element <br />buffer(s) exceed twenty percent (20%) of the parcel or lot depth perpendicular to the <br />applicable waterway. Shoreline protection buffers shall not apply to platted lots with existing <br />seawalls. <br />o Within the shoreline protection buffer, no development shall be permitted with the <br />exception of docks, boat ramps, pervious walkways and elevated walkways which <br />provide the property owner with reasonable access to the waterway. <br />o No more than twenty percent (20%) or 25 feet, whichever is greater, of any shoreline <br />may be altered for reasonable access. Native vegetation in the remainder of the <br />shoreline protection buffer shall remain unaltered, except as may be allowed through <br />county trimming regulations. <br />o Shoreline alteration shall be prohibited, unless it is in the public interest or prevents <br />or repairs erosion damage, or provides reasonable access to the water, does not <br />adversely impact water quality, natural habitat or adjacent shoreline uses, and is <br />permitted by all applicable jurisdictional regulatory agencies. <br />Policy 2.18: The county shall take actions recommended in the 2008 update to the Indian <br />River Lagoon Comprehensive Conservation and Management Plan (CCMP), including <br />actions to eradicate invasive flora and fauna, reduce sedimentation and assess potential <br />climate change impacts to lagoon resources. <br />Policy 2.19: The county shall coordinate with the Health Department to educate homeowners <br />on the proper maintenance of on-site disposal system (OSDS), with particular focus on <br />OSDS maintenance on lots proximate to the Indian River Lagoon. The coordination will <br />involve the county providing technical assistance to the Health Department and assisting <br />with distribution of education material. <br />OBJECTIVE 3 Groundwater Ouality and Ouantity <br />Through 2025, there will be no reduction in the quality or quantity of water in either the <br />surficial aquifer or the Floridan aquifer in Indian River County. For the purpose of this <br />objective, water quality will be based on SJRWMD's most current regional groundwater <br />model. <br />Polic�3.1: Consistent with Policy 1.5 of the Natural Groundwater Aquifer Recharge Sub - <br />element, the county shall continue to enforce existing land development regulations that <br />protect existing and future public water supply wells from contamination by prohibiting any <br />non-residential land use which stores, handles, or produces a toxic or petroleum-based <br />product, or any substance regulated under 40 CFR 302, 40 CFR 122.2 1, and/or Chapter 487, <br />Community Development Department Indian River County 126 <br />
