Comprehensive Plan Conservation Element <br />F.S., from locating within 1,000 feet of a public water supply well. The following minimum <br />radial separation distances shall apply to the previously mentioned land uses: <br />➢ 200 feet for on-site disposal systems, unless approved by the FDEP or DHRS; <br />➢ 300 feet for wet retention/detention areas, unless approved by the SJRWMD; <br />➢ 500 feet for landfill and/or transfer stations, above ground or underground storage <br />tanks, feed lots and animal facilities, and WWTP effluent discharges, unless <br />approved by the FDEP; <br />➢ 1,000 feet from surficial aquifer public supply wells for any mining and/or <br />excavation of waterways or drainage facilities which intersect the water table. <br />Policy 3.2: The county shall use water conservation measures, as described under Objective 4 <br />of the Potable Water Sub -Element and Objective 4 of the Sanitary Sewer Sub -Element, to <br />protect the surficial aquifer and Floridan aquifer from groundwater quantity depletion. <br />Policy 3.3: By 2010, the county will update the Surficial Aquifer Primary Recharge Overlay <br />District (SAPROD) map into a Geographic Information System (G.I.S.) format. <br />Policy 3.4: The county will require landscaped areas for new developments to consist of a <br />minimum of 50 percent drought -tolerant species, and to use treated wastewater effluent for <br />irrigation, if available. <br />Policy 3.5: The county, in cooperation with the IRSWCD, shall provide technical assistance <br />to agricultural operations and other large users of irrigation water relating to the design of <br />low-volume irrigation systems. <br />Policy 3.6: By 2012, the county will establish an emergency water conservation plan <br />consistent with the SJRWMD's District Water Shortage Plan, as specified in Chapter 400- <br />21, F.A.C. The county's emergency water conservation plan shall include the following <br />criteria: <br />➢ local enforcement procedures relating to the District Water Shortage Plan; <br />➢ availability of public information on water conservation techniques; and <br />➢ advertisement of water restriction requirements and water conservation techniques in <br />the local press during drought conditions. <br />Community Development Department Indian River County 127 <br />
