Comprehensive Plan Recreation and Open Space Element <br />POLICY 6.6: The Recreation Department shall formalize multi-year agreements with all long term <br />user groups for utilizing county's public recreation facilities. <br />POLICY 6.7: The Recreation Department shall coordinate with the IRC school district to structure <br />an agreement for public access to school recreational facilities. <br />POLICY 6.8: The County shall manage the county's shooting range to make it available to all <br />county residents. <br />OBJECTIVE 7: Open Space <br />Through the time horizon of the plan, there will be no decrease in the amount of publicly -owned or <br />publicly -controlled open space within the county. <br />POLICY 7.1: The county shall acquire those environmentally sensitive areas programmed for <br />acquisition in the conservation element of this plan. These areas will be used as open space, passive <br />recreation areas, and historical sites, as appropriate. <br />POLICY 7.2: The county hereby designates the following roadways as scenic/historic roads: <br />➢ Jungle Trail (management plan developed) <br />➢ Fellsmere Grade (management plan drafted) <br />➢ Quay Dock Road <br />➢ Old Winter Beach Road <br />➢ Gifford Dock Road <br />POLICY 7.3: By 2015 the county shall develop management plans for each of the scenic/historic <br />roads. These management plans shall provide for the protection of open space resources adjacent to <br />these roads and shall designate areas suitable for open space acquisition. These roads will be used as <br />access ways, open space, and corridors incorporating passive and active recreational activities while <br />maintaining their primary historical importance. <br />POLICY 7.4: Consistent with the Transportation Element, the county shall acquire sufficient right- <br />of-way for future roads to provide additional green (open space) areas by: <br />➢ Using rural cross sections including grassed swales unless precluded by physical <br />constraints; <br />➢ Providing for grassed and landscaped medians on divided roadways where <br />conditions allow; and <br />➢ Designing roadways to provide for grassed and landscaped roadway -recovery areas. <br />Community Development Department Indian River County 50 <br />
