Comprehensive Plan Intergovernmental Coordination Element <br />water wells. These WMD's are the St. Johns River Water Management District, the Northwest <br />Florida Water Management District, the Suwannee River Water Management District, and the <br />Southwest Florida Water Management District. <br />Works of the Water Management Districts <br />The St. Johns River Water Management District, the Southwest Florida Water Management District, <br />and the South Florida Water Management District administer permitting programs for use of the <br />works of the water management district (WMD). Indian River County is part of the SJRWMD <br />(Florida Administrative Code Rule 40C-6). "Works of the District" are those projects and works <br />including but not limited to structures, impoundments, wells, streams and other watercourses, <br />together with appurtenant facilities and accompanying lands which have been officially adopted by <br />the governing board of the district as works of the district. <br />Project Review Programs: <br />° State Clearinghouse Review <br />Pursuant to federal laws and regulations and Chapter 186 Florida Statutes, "State Comprehensive <br />Planning", the Office of the Governor is designated as the state planning and development <br />clearinghouse. Within the Office of the Governor, the Office of Planning and Budgeting has the <br />responsibility to review and comment on federal grant proposals and state plans. <br />° Environmental Impact Statement Review <br />The Office of the Governor administers the state's review process for the federal Environmental <br />Impact Statement (EIS) Program. In this capacity, the Governor's Office is responsible for <br />coordinating reviews of EIS's by interested parties and affected state agencies and submitting the <br />state's comments to the appropriate federal agency. <br />At the regional and local levels, regional planning councils are responsible for coordinating reviews <br />and for providing comments directly to the appropriate federal agency. <br />° Ten -Year Siting Plans for Power Plants <br />The Department of Community Affairs coordinates this review process, with participation by several <br />state agencies, including the following: <br />• Department of Environmental Protection <br />• Public Service Commission <br />• Office of the Public Council <br />• Department of Transportation <br />• Department of Agriculture and Consumer Services <br />• Governor's Energy Office <br />• Department of Environmental Health <br />• Game and Fresh Water Fish Commission <br />Community Development Department Indian River County 18 <br />
