Comprehensive Plan Intergovernmental Coordination Element <br />In addition, DCA solicits comments from other appropriate state, federal, regional (especially the <br />regional planning councils and the water management districts), and local agencies and public <br />interest groups. <br />° Areas of Critical State Concern <br />The Area of Critical State Concern program is administered by the Division of Community Planning <br />in the Florida Department of Community Affairs (DCA). Once a geographical area has been <br />designated as an Area of Critical State Concern, the local government having jurisdiction of the area <br />then assumes the responsibility for promulgating and enforcing regulations to implement the intent <br />of the critical area designation. The Department of Community Affairs does, however, review the <br />local government's implementation of the critical area regulations. <br />Although there are no areas of critical state concern within the county, the barrier island is included <br />in the Hutchinson Island Resource Management area. As such, the county coordinates with DCA on <br />the continued implementation of the Hutchinson Island Resource Management Plan. <br />° Developments of Regional Impact <br />The Development of Regional Impact (DRI) process is administered by the Division of Community <br />Planning in the Department of Community Affairs. Local governments, regional planning councils, <br />and developers also have major roles in the DRI process. <br />° Permitting and Project Review Programs <br />Appendix A identifies the permitting or review programs which could apply to any specific land <br />development activity. While the left column lists types of development activities, the top row of the <br />table lists permitting and project review programs at the state level. If a specific development <br />activity requires a permit or agency review, the appropriate box is marked with an abbreviation of <br />the agency responsible for regulating that activity. <br />If a box is marked with an agency name, it does not necessarily mean that a permit is required, only <br />that one may be required. Because of space limitation, thresholds or regulatory requirements are not <br />reflected in the table; neither are programs run by agencies with secondary involvement in <br />permitting or reviewing (the Department of State and the Game and Fresh Water Fish Commission <br />are examples of such agencies). <br />Regional Agencies <br />The responsibilities of the Treasure Coast Regional Planning Council and the Indian River Lagoon <br />National Estuary Program are summarized below: <br />Community Development Department Indian River County 19 <br />
