Comprehensive Plan Intergovernmental Coordination Element <br />Although the county has not had to use a formal dispute resolution process to resolve intergovernmental <br />disputes in the past, the county has identified the Treasure Coast Regional Planning Council's process as <br />the preferred process to use if necessary. While the county has not had to use the Council's process in <br />the past, the county should continue to acknowledge that the Council's dispute resolution process will be <br />the process used if formal dispute resolution is necessary in the future. <br />To address annexation issues, the county, in 2007, considered the possibility and the pros and cons of <br />becoming a charter county. That initiative, however, failed. Instead, the county and municipalities <br />initiated action to develop an Interlocal Service Boundary Agreement (ISBA). While the ISBA is not <br />yet finished, the draft ISBA identifies allowable future annexation areas for each municipality and <br />establishes maximum density and height limitations in annexed areas which cannot be exceeded without <br />unanimous consent of all parties to the agreement.
