Comprehensive Plan <br />Intergovernmental Coordination Issues <br />Intergovernmental Coordination Element <br />Overall, Indian River County has to coordinate with a number of other governmental jurisdictions on a <br />variety of issues. In some cases, this coordination relates to infrastructure provision/ expansion, <br />cooperative activities, or construction projects. In other cases, this coordination relates to development <br />project impacts, public construction policy impacts, and others. <br />Following is a brief summary of some of the county's coordination issues/efforts with various <br />governmental jurisdictions: <br />Municipalities <br />The county coordinates with the municipalities in the county on a regular basis regarding many <br />issues including: <br />■ Joint Meetings <br />In recent years, the Board of County Commissioners has had several joint meetings with <br />municipalities to share information and discuss issues. At the staff level, there have been various <br />meetings between county staff and municipal staff. Some of the coordination issues discussed at <br />these meetings have included impact fee ordinance implementation, school concurrency, level of <br />service standards, roadway improvements, land use issues, economic development, and others. <br />In the future, the county's policy should be to continue its coordination activities with the <br />municipalities in the county. <br />■ Annexation <br />Annexation is one of the most important issues affecting the county and its municipalities. Since <br />1998, municipalities have annexed more than 24,805 acres of county land. Because the <br />annexation process actually changes governmental control over an area, its effects are <br />significant. In the past, annexations have resulted in the creation of enclaves, which are islands <br />of unincorporated area within municipalities. These areas are inefficient and uneconomical from <br />a service provision standpoint. <br />Since 1990, three (3) out of seven (7) former enclaves have been eliminated.
