Comprehensive Plan <br />Intergovernmental Coordination Element <br />in Sebastian and Fellsmere's ball park. Recreation related issues and initiatives are addressed in <br />the Recreation and Open Space Element. <br />In the future, the county should continue to work with the municipalities in the county to <br />establish joint recreational facilities and countywide recreational programs when it is mutually <br />beneficial for the county and the municipalities. <br />■ Beach Erosion <br />Since the mid-1990s, the county has managed a countywide shoreline protection program. One <br />aspect of that program has been coordination with the City of Vero Beach for construction of a <br />Prefabricated Erosion Protection (PEP) reef along a portion of the Vero Beach shoreline. The <br />county has also coordinated with City of Vero Beach, Town of Indian River Shores, and the <br />Town of Orchid on sand pumping projects to reduce beach erosion. In the future, the county's <br />policy should be to continue its work with the municipalities to fund shoreline protection <br />programs and activities. <br />■ Road Improvements <br />In the past, the county has coordinated with municipalities to construct roadway improvements <br />within municipal boundaries. These have included County Road 512 in Sebastian and Willow <br />Street in Fellsmere. <br />The county also coordinated with the City of Vero Beach, FDOT, and St. Lucie County, <br />regarding a study of S.R. AlA on the south barrier island. <br />On a regular basis, the Indian River County MPO coordinates with the local municipalities to <br />construct roadway and sidewalk improvements within municipal boundaries. In the past, these <br />have included the CR 512 widening project in Sebastian; the Aviation Boulevard intermodal <br />project in Vero Beach; and the CR 512 sidewalk project in Fellsmere. <br />Recently, the MPO coordinated with Martin and St. Lucie counties to develop a Regional Long <br />Range Transportation Plan. That plan contains objectives for regional transportation and a <br />coordinated regional project priority list. <br />Finally, the MPO has coordinated with municipalities to develop a Congestion Management <br />System (CMS) plan and implement CMS projects, including improvements to Miracle Mile; <br />improvements at the Royal Palm/Indian River Boulevard intersection; and traffic signal <br />synchronization countywide. In the future, the county's policy should be to work through the <br />MPO to prioritize roadway improvements and to work with the FDOT to obtain funding for <br />roadway improvements. <br />■ Transit System <br />In coordination with FDOT and the Federal Transit Administration, Indian River County is the <br />designated recipient of federal and state public transportation grant funding. Through the <br />county's transit operator, the Senior Resource Association, the county has coordinated with all <br />Community Development Department Indian River County 4 7 <br />
