Comprehensive Plan <br />Intergovernmental Coordination Element <br />IRFWCD's canal system <br />Use of canal rights-of-way for the Egret Marsh Regional Stormwater Park's influent pumping <br />station and discharge pipe <br />■ Fellsmere Farms Water Control District (FFWCD) <br />Others <br />In the past, the county has coordinated with the FFWCD on a number of issues, including use of <br />the water control district's canal/road rights-of-way by adjacent property owners, and <br />maintenance of these rights-of-way. Those canal/road rights-of-way provide the only access to <br />properties around the City of Fellsmere. <br />In the future, the county should continue to work with the water control/improvement districts as <br />needed for any of the above mentioned activities. <br />The county coordinates with a number of other jurisdictions and agencies on various <br />intergovernmental issues. These include: <br />■ Indian River County School District <br />In 1986, a memorandum of understanding was executed between the county and the school <br />board regarding site selection and site plan review for school facilities. In 2003, the county, <br />school board, City of Fellsmere, City of Vero Beach, and City of Sebastian signed a new <br />interlocal agreement for public school planning. Those agreements provided the basis for an <br />effective program of coordination between the county and the school district that worked for <br />many years. <br />In 2006 and 2007, the county, municipalities, and school board coordinated with each other to <br />update the 2003 school planning interlocal agreement, to establish school concurrency, and to <br />prepare a public school facility element which was incorporated in each jurisdiction's <br />comprehensive plan. Consistent with the adopted school interlocal agreement, the county and <br />school board regularly share information regarding development patterns and the selection of <br />school sites. Through established processes and committees established with the Public School <br />Interlocal Agreement, the local governments and the school district ensure that new schools are <br />compatible with surrounding uses. In the future, the county's policy should be to continue to <br />implement its interlocal agreement with Indian River County School District on school siting, <br />school concurrency, and other school related activities. <br />■ Indian River County Senior Resource Association <br />The county has an agreement with the Indian River Senior Resource Association (Community <br />Transportation Coordinator) for the provision of transportation services to the county's <br />transportation disadvantaged population as well as provision of mass transit services. <br />In the future, the county should evaluate the performance of the Community Transportation <br />Coordinator (CTC) annually and continue to have an agreement with CTC for provision of the <br />Community Development Department Indian River County 5 0 <br />
