In recent years, the <br />Board of County Commissioners met several times with Brevard County commissioners to <br />share information and discuss issues. In the future, the county should implement its agreements <br />with Brevard County. <br />■ St. Lucie County <br />The county has agreements with St. Lucie County relating to several issues, including <br />emergency services and the Treasure Coast Private Industry Council. In recent years, the Board <br />of County Commissioners met several times with St. Lucie County commissioners to share <br />information and discuss issues. In the future, the county should implement its agreements with <br />the St. Lucie County. <br />■ Major Intergovernmental Coordination Issues: <br />Currently, the most significant intergovernmental coordination issue affecting the county is <br />annexation of county designated agricultural lands outside of the Urban Service Area (USA) by <br />municipalities. <br />In 1980, the City of Fellsmere consisted of 820 acres. Due to annexations along C.R. 512, the <br />city's size increased to 1,111 acres by 1990. As a result of subsequent annexations, the size of <br />the city is now 27,482 acres. In the future, there is potential for the city to annex thousands of <br />additional acres. <br />Most of the lands that were annexed by the city had a county land use designation of AG -1 <br />(up to 1 unit/5 acres) or AG -2 up to (1 unit/10 acres). After annexation, such lands are <br />usually redesignated to land use categories having densities much higher than county <br />densities for those lands. Consequently, the annexed lands then have more development <br />yield and have the potential to put more demand on the county's facilities and services. With <br />all past, current, and future annexations, the City could potentially have tens of thousands of <br />units and a population more than 100,000. <br />By annexing county agriculturally designated land, the City allows landowners to circumvent <br />county regulations and undermine the county's service and facility provision plans. To maintain <br />the integrity of the county's USA and county regulations as well as preventing changes of land <br />use density after municipal annexations of land outside the USA, the county and municipalities <br />are currently pursuing development of an Interlocal Service Boundary Agreement (ISBA). <br />Going forward, the county should continue to work with the municipalities in the county to <br />adopt and implement the ISBA. <br />Community Development Department Indian River County 51 <br />
