Comprehensive Plan Intergovernmental Coordination Element <br />GOAL, OBJECTIVES AND POLICIES <br />GOAT, <br />It is the goal of Indian River County to have an effective intergovernmental coordination system to <br />ensure consistency among local, regional, state, and federal plans and policies, to identify and <br />resolve conflicts, and to promote cooperation regarding implementation of growth management <br />plans within Indian River County. <br />OBJECTIVE 1 Coordination Among All Local Plans <br />Through the time horizon of the plan, there will be no inconsistencies or conflicts between the <br />county's comprehensive plan, the plans of municipalities within the county, the plans of adjacent <br />counties, the plans of the school board, and the plans of other units of local government providing <br />services but not having regulatory authority over the use of land. <br />POLICY 1.1: The county shall utilize the Treasure Coast Regional Planning Council's and the <br />Department of Community Affairs review and comment process for comprehensive plan and plan <br />amendment proposals of other local governments in order to ensure consistency between the County <br />Comprehensive Plan and the local comprehensive plans of municipalities within the county, and the <br />comprehensive plans of Brevard, St. Lucie, Okeechobee, and Osceola counties. <br />POLICY 1.2: The county shall continue to utilize the Comprehensive Plan Technical Advisory <br />Committee to provide coordination between Indian River County planning activities and the <br />planning activities of the municipalities within the county. <br />POLICY 1.3: By, 2012, the county shall establish interlocal agreements with all municipalities, <br />requiring that applications for changes in land use or zoning for areas located within 500 feet of <br />corporate boundaries be referred to the affected agency (city or county) for staff review and <br />comment prior to any changes in land use or zoning are adopted. <br />POLICY 1.4: The county shall use the mediation and dispute resolution procedures of the Treasure <br />Coast Regional Planning Council when interjurisdictional incompatibilities are identified. <br />POLICY 1.5: The county shall coordinate planning activities mandated by the various elements of <br />its comprehensive plan with plans and activities of other governmental entities. <br />POLICY 1.6: The county shall review proposed comprehensive plan amendments and evaluation <br />and appraisal reports submitted by adjacent counties and municipalities within Indian River County. <br />POLICY 1.7: By 2012, the county shall contact the staffs of the municipalities in the county and <br />the adjacent counties to develop joint notification and plan review procedures. <br />POLICY 1.8: To ensure coordinated management of the Indian River Lagoon, the county shall <br />continue active participation with the Indian River Lagoon National Estuary Program (IRLNEP) by: <br />Community Development Department Indian River County 52 <br />
