Comprehensive Plan Intergovernmental Coordination Element <br />POLICY 2.2: By 2011, the county shall compare its comprehensive plan level -of -service standards <br />with the level of service standards adopted by the municipalities within the county and meet with <br />municipal staff to discuss the possibility of developing countywide level -of -service standards. <br />POLICY 2.3: The county shall utilize its existing review and permitting process to coordinate level - <br />of -service standards for public facilities and services with any state, regional and local entity having <br />operational and maintenance responsibilities for such facilities and services within the county. <br />POLICY 2.4: The county utilities department shall approve potable water concurrency for new projects <br />only when adequate water supplies and potable water facility capacity are available to accommodate <br />new development project demand. <br />POLICY 2.5: The county shall not issue a building permit for any project that is served by the City of <br />Vero Beach utilities department until the city notifies the county that adequate water supplies and <br />potable water facility capacity are available. <br />POLICY 2.6: The county utilities department will participate with the SJRWMD in the development of <br />the SJRWMD's Water Supply Assessment and District Water Supply Plan and other water supply <br />development -related initiatives by reviewing and commenting on the SJRWMD's assessment reports <br />and by implementing recommendations of the SJRWMD's water supply plan. <br />POLICY 2.7: Prior to 2011, the County will coordinate with the City of Vero Beach and the Town <br />of Indian River Shores to prepare a financial analysis of options related to the possibility of <br />consolidation of utility services. This analysis may consist of, but is not limited to: the possibility of <br />the County serving utilities to the Town of Indian River Shores, currently served by the City of Vero <br />Beach and the Unincorporated area of the South Barrier Island, currently served by the City of Vero <br />Beach, full consolidation of the City of Vero Beach Utility with the Indian River Co. Utility or <br />making no changes in the existing utility service areas. Based on the results of a financial analysis of <br />the various service options, the Board of County Commissioners will consider implementing the <br />results that show the best financial and operational benefits. The county shall also review its <br />agreement with the City of Vero Beach for provision of electricity to portions of the unincorporated <br />county to determine the best available option for the unincorporated county residents being currently <br />served by the City. <br />OBJECTIVE 3 <br />Impact of Development in Other Jurisdictions <br />By 2012, the county will have an established formal coordination mechanism with municipalities <br />and adjacent counties to ensure that development in one jurisdiction does not adversely affect the <br />adequacy of public facilities and services in other jurisdictions. <br />POLICY 3.1: The county shall maintain its concurrency management system to ensure the <br />availability of public facilities and services needed to support development concurrent with the <br />impact of such development in the unincorporated areas. <br />POLICY 3.2: By 2012, the county shall identify all facilities and services which can be affected by <br />the plans and developments in other jurisdictions and monitor facility and service capacity through <br />Community Development Department Indian River County 54 <br />
