Comprehensive Plan <br />multi jurisdictional coordination. <br />Intergovernmental Coordination Element <br />POLICY 3.3: By 2012, the county shall enter into interlocal agreements with the municipalities <br />within the county to exchange information and to coordinate the timing, location, and capacity of <br />public facility improvements to ensure that required services will be available when needed and <br />economically feasible. <br />POLICY 3.4: The county shall notify the Treasure Coast Regional Planning Council of <br />development proposals likely to affect other local governments in the region. <br />POLICY 3.5: The county shall maintain the level of service standards set in various elements of the <br />comprehensive plan and notify other local governments of the level -of -service standards. <br />POLICY 3.6: By 2012, the county shall enter into a formal coordination agreement with adjacent <br />counties and the municipalities in Indian River County to identify joint planning areas (JPA) and to <br />address the following areas: <br />• Improvement in communication between the county and various local, regional, and <br />state agencies <br />• Identification of local and regional resources <br />• Identification of activities having extra jurisdictional impact <br />• Identification of locally unwanted land uses <br />• Identification of expected impacts <br />• Notification of affected jurisdictions <br />• Development of measures to mitigate impacts <br />• Development of a process to resolve disputes <br />OBJECTIVE 4 Coordination of Annexation Areas <br />By 2020, the number of enclave areas in the county will be reduced by fifty percent (50%) compared <br />to the 2008 number. <br />POLICY 4.1: The county shall continue to work with the municipalities within the county to <br />develop and adopt an Interlocal Service Boundary Agreement (ISBA). <br />POLICY 4.2: The county, through coordination with municipalities within the county, shall ensure <br />that future annexation will not create enclave areas. <br />POLICY 4.3: By 2010, the county shall identify and inventory parcels, owners, and existing uses of <br />enclaves. <br />POLICY 4.4: By 2011, the county shall notify enclave landowners of annexation procedures and <br />assist them in requesting annexation in appropriate municipalities. <br />POLICY 4.5: The county shall prepare an annual report on enclave annexation results. <br />Community Development Department Indian River County 5 5 <br />
