Comprehensive Plan Intergovernmental Coordination Element <br />OBJECTIVE 5 Coordination with School Board <br />Through the time horizon of the plan, the county, municipalities, and the school board shall maintain <br />a formal agreement for sharing information, for coordinating plans and projects, for implementing <br />school concurrency, for planning infrastructure improvements, for siting school facilities, and for co - <br />locating facilities. <br />POLICY 5.1: The county's Land Development Regulations shall allow schools within all <br />residential, commercial (excluding the heavy commercial district), planned development, and <br />agricultural zoning districts. School sites within the agricultural zoning districts will be limited to <br />mixed use projects and traditional neighborhood design projects or to school sites outside but <br />contiguous to the Urban Service Area boundary. <br />POLICY 5.2: Within its residential districts, the county shall designate sufficient lands to <br />accommodate the projected needs for schools. <br />POLICY 5.3: The county shall notify the school board of all proposed residential development <br />projects as apart of the review process for school concurrency. <br />POLICY 5.4: The county and school board shall share data on a regular basis. <br />POLICY 5.5: The county shall obtain school board input on proposed sidewalk and road <br />construction projects. <br />POLICY 5.6: The county and school board jointly will determine the consistency of proposed <br />school sites and proposed school development projects with the comprehensive plan, as early in the <br />design phase as possible. <br />POLICY 5.7: The county and school board will hold joint meetings as needed. <br />POLICY 5.8: The county and school board shall maintain and implement the 2008 Interlocal <br />Agreement for Coordinated Planning and School Concurrency. <br />POLICY 5.9: The county shall review site plans for school development projects consistent with the <br />development standards identified in Ch. 163, F.S., Ch. 1013 F.S., and the 2008 Interlocal Agreement <br />for Coordinated planning and School Concurrency. Site plan review for school projects shall <br />include but not be limited to: <br />• compatibility with the surrounding properties <br />• environmental concerns <br />• health, safety, and welfare concerns <br />With respect to compatibility, the following standards shall apply: <br />• Schools will be designed to minimize adverse traffic impacts on adjacent properties. <br />• Outside lighting will be designed to shield adjacent properties from school light sources. <br />• Play areas, athletic areas and other outside areas will be designed to limit noise impacts on <br />Community Development Department Indian River County 5 6 <br />
