Nelson REFERENCES Members of the Board o y <br />County Administrator Commissioners dated April 3, 1981 on :: _`_Y, <br />for Paving and Related Improvements to County <br />F* e=Vg <br />DESCRIPTION AND CONDITIONS <br />In response to those comments received subsequent to the above <br />referenced April 3, 1981 memorandum to the Board, the Engineering <br />Division has recognized the concensus that the adoption of a revised <br />Petition Paving Program for County Dedicated Roads'is needed. A <br />petition paving program, which requires the signature and approval <br />of the property owners of at least 2/3rds (66.7%) of the property <br />frontage abutting the unimproved street, is proposed. This program <br />would be authorized by the proposed Special Assessment Ordinance <br />(copy attached). Once the general ordinance has been adopted, each <br />petition paving project would be authorized by resolution. <br />ANALYSIS AND ALTERNATIVES <br />The Administration believes that the broader, more comprehensive <br />approach to paving and other assessable type projects is desirable. <br />The proposed ordinance establishes procedures for provision of local <br />services or improvements on a " special assessment basis", establishes <br />the 66.7% petition requirement previously discussed by the Board, allow: <br />for payment of assessments over ten years with appropriate interest <br />charges, and allows for sale of "special improvement lien certificates" <br />to provide funding for special assessment projects. Not only would <br />this ordinance facilitate the "Petition Paving Program" and increase <br />it's utilization by the public, it would also be available for other <br />assessable type services and/or improvements such as street lighting, <br />drainage improvements, and water or sewer line extensions. <br />RECOMMENDATIONS AND FUNDING <br />The Administration recommends the Board of County Commissioners call <br />for a public hearing for 9:30 A.M. on Wednesday, Aug. 05, 1981, to <br />consider adoption of the prepared ordinance.
