(Issued Separately) <br />County Administrator <br />This is in response to a request from the above named Corporation. Pursuant to F.S.S. <br />159 -- Part II, the above named Corporation has requested that Indian River County <br />issue an Industrial Revenue Bond in the approximate amount of $ 850,000.00 <br />"it is necessary and in the public interest to facilitate the financing <br />of capital projects for industrial or manufacturing plants, research and <br />development parks, and pollution -control facilities within the state; to <br />facilitate and encourage the planning and development'pf'these capital pro- <br />jects without regard to the boundaries between counties, municipalities, <br />special districts, and other local governmental bodies or agencies in order <br />to more effectively and efficiently serve the interests of the greatest <br />number of people in the widestarea practicable; and to otherwise effectuate <br />the purpose of s. 10(c) -of Art. VII of the State Constitution through the <br />authorization of the issuance of revenue bonds by counties, municipalities, <br />— - special districts, and other governmental bodies or agencies for industrial <br />or manufacturing plants, research and development parks". <br />1. Description and Conditions <br />This is the first request we have had from an industry with respect to <br />issuing Industrial Revenue Bonds. To do this, it will be necessary upon <br />the advice of the County Attorney, to establish an"Indian River County <br />Industrial Development Authority " as outlined under F.S.S. 159.45 as <br />follows: <br />"The determination as to whether there is such need for an authority to <br />function: <br />a. May be made by -the Commission on its own motion; or <br />b.
