JUL-1 1981 <br />2. Alternatives and Analysis <br />Staff advises me that they have had several requests regarding this <br />means of financing industry in Indian River County. The alternatives <br />are: <br />a. Authorize staff to prepare a report for the <br />Board of County Commissioners with the information <br />necessary to establish such an authority. <br />b, Employ an outside Bond firm to advise the County. <br />c. Deny the request, <br />3. Recommendation and Funding <br />Staff recommends to me that we should establish such an authority as <br />they feel the County should be in a position to issue these bonds even <br />though they may not do so at this time. <br />The only funding necessary at this time would be for those costs <br />associated with the staff and the county attorney. Upon issuance <br />of bonds, all costs would be paid in accordance with F.S.S. 159.25. <br />BILL BRYANT, PRESIDENT OF THE CHAMBER OF COMMERCE, ASKED <br />THE BOARD TO IMPLEMENT A PROGRAM FOR INDUSTRIAL REVENUE BONDS AS <br />SOON AS POSSIBLE. <br />ROBERT H. DAVIS, JR., PRESIDENT OF RAMPMASTER, INC. OF <br />FT. LAUDERDALE, INTRODUCED HIS ASSOCIATES: ATTORNEY CHRIS WHEELER, <br />AND ACCOUNTANT PAUL WAYLAND. HE THEN INTRODUCED J. C. NICKENS AND <br />M. L. BOBROFF, OF THE FLORIDA DEPARTMENT OF COMMERCE. HE EXPLAINED <br />THAT THEIR COMPANY FABRICATES LOADING DOCKS OF ALUMINUM, WELDS WITH <br />INERT GAS, BUT DOES NOT DO ANY PLATING OR ANODIZING. MR. DAVIS <br />CONTINUED THAT ONE OF THE FACTORS THAT -BROUGHT THEM TO THIS COUNTY <br />WAS THE MAJOR EMPLOYER THAT IS ALREADY HERE. HE EXPLAINED THAT THEIR <br />TRAINING PROGRAMS ARE NOT NEARLY AS COMPLICATED AS FOR AIRCRAFT riORK. <br />HE WENT ON -THAT THEY DO NOT USE WATER IN THE PROCESS EXCEPT FOR COOLING <br />THE WELDING MACHINES - THEY FILL A 55 GALLON DRUM AND RECIRCULATE THE <br />WATER OVER AND OVER AGAIN. <br />COMMISSIONER FLETCHER RESPONDED THAT HE COULD SEE NO PROBLEM <br />WHATSOEVER WITH RAMPMASTER, BUT HE DID HAVE PROBLEMS WITH THE <br />INDUSTRIAL DEVELOPMENT AUTHORITY. <br />COMMISSIONER SCURLOCK FELT THERE SHOULD BE AN INDUSTRIAL <br />DEVELOPMENT AUTHORITY IN THE COUNTY AS THIS WOULD BE A VEHICLE <br />L <br />
