Z. <br />m <br />The County has discussed the change of scope due to the deannexation <br />issue with the Town of Indian River Shores. A meeting was held in my <br />office on June 5, 1931, with Mr. John Curtain, Town Engineer of Indian <br />River Shores, George Liner and Messrs. John Robbins and Guy Wills of <br />the Joint Venture. As a result of that meeting, certain items of interest <br />were clarified and the design responsibilities outlined. <br />ALTERNATIVES AND ANALYSIS: <br />As a result of the County now having a larger service area, a decision <br />regarding sewer service to the newly acquired areas is needed by the <br />Board. <br />The de -annexation proceedings have created two alternatives for the <br />County with regards to providing wastewater service to the Pebble <br />Bay Sewerage Area. These alternatives are outlined below. <br />ALTERL AT= ?NO. 1 <br />The County can continue to provide service to the Pebble Bay Sewerage <br />Area, including the area obtained by de -annexation. Improvements will <br />have to be made to the existing Pebble Bay Treatment Plant facility <br />and to pump stations servicing Pebble Bay Subdivision, Sea Watch and <br />Pebble Beach Villas. <br />Engineering plans and specifications were completed in February, 1990 <br />for the referenced improvements. This project has been to bid but <br />a bid was not accepted due to the fact that there was only one bidder <br />and his estimate was 3000 over the engineers' estimate of $106,500.00. <br />Therefore, the plans and specifications are substantially complete, with <br />the only major requirement being the permitting of the project through <br />the Department of Environmental Regulation. <br />G0/G►Y.!!, <br />1. Would not lose the sewerage system and its customer base. <br />2. Least costly of alternatives. <br />DISADVANTAGES <br />1. Be required to continue sewer only operation. <br />2. Be required to obtain D.E.R. Operation Permit.. <br />3. Prevent county park from being developed. <br />4. Costly repairs for old system. <br />ALTERNATIVE NO. 2 <br />The County, as -per the agreement, can tie into the City's wastewater <br />collection system by designing and constructing a pumping station and <br />gravity sewer system. The gravity sewer system was not originally the <br />responsibility of the County. De -annexation has made it the County's <br />responsibility. At the meeting in my office, mentioned previously, <br />between myself, John Curtain, George Liner, John Robbins and Guy Wills, <br />it was concluded that Pebble Beach Villas would be served by the County <br />along with Seven Eleven convenience store and Eckerd Drugs. This will <br />require additional gravity sewer and sewer manholes. In addition, it <br />was discussed, flow from Sea Watch would be directed to the County's <br />pump station, but the construction cost for servicing Sea Watch would <br />be paid for by the Town.
