Description and Conditions <br />DATE: June 19, 1981 FILE: <br />SUBJECT: Security for County Complex <br />4625 41st St. <br />REFERENCES: <br />Bid #6,0 for one Silent/Local Monitoring Security System, located on the <br />perimeter fence at the County Complex, 4625 41st St., was opened on October <br />23, 1980. The Board awarded this.bid to Martin Security Co., Vero Beach, <br />in the amount of $6975.00 plus $25.00 per month for monitoring and $50.00 <br />per month for maintenance service. Subsequent to the bid award, Martin <br />Security went out of business. <br />I recommended at this time, that the Board re -award the bid to the next low <br />bidder, Guardian Systems. The Guardian bid was $9822.47 plus $3.0.00 per month <br />for monitoring and $60.00 per month maintenance service. We questioned Guardian <br />as to why their bid was $2847.47 higher than the low bid and they offered the <br />following information. The fence sensors used by Guardian are installed in <br />conduit, rather than open type wire used by Martin. This feature eliminates <br />false reports and reduces maintenance time. The multi -zone master control <br />panel will further assist the security by identifying the section of the fence <br />where the alarm condition occurred. <br />The Board recommended at this time that Bid #60 be held in abeyance until the <br />two old houses were removed from the complex. This was completed in April of <br />this year. <br />Security is vital at the complex to eliminate vandalism and stolen property <br />during non -working hours. <br />2. Alternatives and Analysis <br />We have two alternatives: <br />An electronically operated security system or a personnel type security guard <br />service. <br />
