171 <br />M <br />(A) Advantages: Electronically operated system <br />1. More economical to the County <br />r <br />2. Provides a signal to the police if someone would jump the fence. <br />3. Pinpoints the exact section of the fence that was violated. <br />4. Provides electronic eyes to detect any movement in the yard or <br />around the buildings. These eyes are positioned in such a manner <br />that any stray animals will not set them off; in addition birds <br />cannot trigger this system. <br />5: We have $12,938.45 in our current budget to fund this system. <br />(B) Disadvantages: Electronically operated system <br />1. An intruder could enter the compound and quickly steal or vandalize <br />and depart before Sheriff's Department could arrive. <br />(C) Advantages: Personnel Security Guard Service <br />1. Provides a "roving guard" to detect and possibly capture any <br />intruders. <br />2. Guards are provided mobile radios so they can be in immediate <br />contact with the Sheriff's Department. <br />3. Provide a record of any employee entering the area after normal <br />working hours. This record would show the employees name, the <br />time and date, the reason, and the person authorizing the entry. <br />(D) Disadvantages: Personnel Security Guard Service <br />1. More costly to the County, $21.,600.00, first year versus $10,842.00, <br />difference - $10,758.00 <br />2. More costly each subsequent year, $21,600.00 versus $1020.00, difference - <br />$20,580.00. <br />3. Adequate funds not available this fiscal year, additional funds would <br />have to be budgeted for fiscal year 1981-82. <br />3. Recommendation <br />I recommend we acquire the electronically operated security system as presented <br />by Guardian Security Systems, Inc. <br />Neil A. Nelson <br />COMMISSIONER SCURLOCK STATED THAT HE HAD A PROBLEM WITH <br />THE RECOMMENDATION, AS THERE IS NO DOCUMENTATION. <br />ADMINISTRATOR NELSON COMMENTED THAT HEAVY EQUIPMENT IS A <br />HIGHLY DESIRABLE ITEM, BUT THE COUNTY HAS LOST JUST ONE PIECE OF <br />EQUIPMENT TO DATE. HE MENTIONED THAT THE NIGHT CREW CLOSES DOWN THE <br />JUL 1 1981 <br />49 <br />F -ON 46 PAGE 781 <br />
