Comprehensive Plan Introductory Element <br />population data prepared by the County's Metropolitan Planning Organization (MPO). Those MPO <br />population data were developed by using a regression analysis based on recent growth trends. <br />Components of Population Change <br />Population growth is the result of two processes: natural growth and migration. Natural growth <br />consists of births minus deaths. While population with a high proportion of younger persons and/or <br />a high birth rate is likely to have positive natural growth, a population with a high proportion of <br />older persons and/or a low birth rate is likely to experience negative natural growth. Migration on <br />the other hand is the movement of people from one location to another. Many factors, including <br />economic, health, climate, and family contribute to the decision of a household to relocate to another <br />area. Table 1.5 identifies the components of growth in Florida, the Treasure Coast Region, and <br />Indian River County. <br />As indicated in Table 1.5, the proportion of growth due to net migration is high throughout the state, <br />region, and especially the county. Since the <br />decennial U.S. Census is the traditional and most reliable source of these data, much of the data <br />reflect 2000 figures.
