GOALS, OBJECTIVES, AND POLICIES <br />VISION STATEMENT <br />To maintain and promote the "Small Town Character" of Indian River County as <br />a low density, low rise and "green" county, while providing for a variety of <br />housing and transportation choices. " <br />The goals, objectives, and policies are the most important parts of each comprehensive plan <br />element. This section identifies the future land use element goals, objectives, and policies. This <br />plan uses the following definitions of a goal, an objective, and a policy: <br />Goal: Long term end toward which programs or activities are <br />directed. <br />Objective: A specific, measurable, intermediate end that is <br />achievable and marks progress toward a goal. <br />Policy: The course of action or way in which programs and <br />activities are conducted to achieve an identified goal or objective. <br />GOAL <br />Land development in Indian River County will occur in an orderly and controlled <br />manner which ensures balanced growth that optimizes the potential for economic <br />development, provides for the efficient use of facilities and services, and ensures <br />the protection of the county's rich and varied environmental resources. <br />OBJECTIVE 1: COMPACT, ENERGY EFFICIENT, LOW-DENSITY DEVELOPMENT <br />Indian River County will have a compact and energy efficient land use pattern; an overall <br />low density character; and adequate land for utility facilities necessary to support <br />development. By 2030, the overall residential density of the unincorporated portions of <br />Indian River County, within the Urban Service Area, will be 1.75 units/acre. <br />Policy 1.1: Indian River County hereby adopts the Future Land Use goal, objectives, policies as <br />well as Figures 2.9, 2.18, 2.20, 2.23, 2.24, 2.25, 2.26, 2.27, 2.29, and 2.33; and The Official <br />Future Land Use Map. <br />Future Land Use Element 130 <br />
