Policy 3.6: Indian River County shall define the needed right-of-way for proposed roadway <br />improvements, roadway extensions, and new roadway corridors, and shall acquire and protect <br />needed future right-of-way as identified in the Transportation Element of this plan. <br />Policy 3.7: Indian River County shall maintain a right-of-way/land acquisition program to locate <br />and acquire property for the services and facilities identified in the Transportation, Infrastructure, <br />Recreation and Open Space and other elements of this plan. This action is intended to provide <br />for the needs of future development while minimizing disturbance to existing development. <br />Policy 3.8: The county hereby adopts level -of -service standards for selected public facilities as <br />follows: <br />a. Correctional Facilities: The county adopts the following correctional facilities <br />level -of -service standard: <br />• County wide level -of -service standard of 4.5 beds/1,000 permanent plus <br />weighted peak seasonal population <br />b. Fire/EMS: The county adopts the following Fire/EMS level -of -service standard: <br />• County wide (excluding Indian River Shores) level -of -service standard of .089 <br />Stations per 1,000 permanent plus weighted peak seasonal population <br />C. Law Enforcement: The county adopts the following Law Enforcement level -of - <br />service standard: <br />• Unincorporated County level -of -service standard of 2.09 officers per 1,000 <br />permanent plus weighted peak seasonal population <br />d. Libraries: The county adopts the following Libraries level -of -service standards: <br />• County wide level -of -service standard of 580 building square feet per 1,000 <br />permanent plus weighted peak seasonal population <br />• County wide level -of -service standard of 3,200 library material items per <br />1,000 permanent plus weighted peak seasonal population <br />• County wide level -of -service standard of 0.7 computers per 1,000 permanent <br />plus weighted peak seasonal population <br />• County wide level -of -service standard of 0.2 other library equipment items <br />per 1,000 permanent plus weighted peak seasonal population <br />e. Public Buildings: The county adopts the following Public Buildings level -of - <br />service standard: <br />• County wide level -of -service standard of 1.99 building square feet per capita <br />for permanent plus weighted peak seasonal population. <br />f. Schools: The county adopts the following Schools level -of -service standards: <br />• County wide level -of -service standard for Elementary Schools of 144.71 <br />building square feet per student station <br />Future Land Use Element 154 <br />
