Policy 2.2: Indian River County shall encourage and direct growth into the 2030 Urban Service <br />Area through zoning, subdivision, and land development regulations. Such regulations shall <br />promote efficient development by requiring utilization of the existing street system, extension of <br />public facilities where necessary, connection to the centralized potable water and sanitary sewer <br />systems where available, and incentives for mixed use projects. <br />Policy 2.3: Indian River County shall require all development except agricultural uses, <br />residential uses with less than 0.2 units/acre, recreation/open space uses, Mixed Use Overlay <br />Projects, and Traditional Neighborhood Design Overlay Projects to be located within the Urban <br />Service Area. <br />Policy 2.4: The county may expand the urban service area if the expansion is warranted based on <br />the need to accommodate additional projected population. Any expansion area shall be based on <br />that area's environmental suitability for urbanization, existing and future land uses, and the <br />availability of services and facilities. <br />OBJECTIVE 3: LEVELS OF SERVICE <br />Through 2030, the provision of public services and infrastructure in Indian River County <br />will be at a level consistent with this plan. <br />Policy 3.1: For all facilities and services, the minimum levels of service established in this and <br />other elements of the comprehensive plan will be maintained. <br />Policy 3.2: Regardless of land use designation or zoning district, no development shall be <br />approved unless it is consistent with the concurrency management system in the capital <br />improvements element, and the levels of service established in this element and other elements <br />of the Comprehensive Plan. <br />Policy 3.3: Using the County's established concurrency management system, the County shall <br />review proposed developments, assess their impact on services and facilities, and make <br />determinations of adequacy or inadequacy of public facilities and services. <br />Policy 3.4: Consistent with the Capital Improvements, Infrastructure, Transportation, and <br />Recreation and Open Space Elements of this plan, county land development regulations shall <br />ensure that level of service standards for potable water service, sanitary sewer service, solid <br />waste disposal service, stormwater management, traffic circulation, and parks and recreation are <br />maintained. Those standards must be met by all proposed development prior to building permit. <br />Policy 3.5: The county will design and construct public facilities with capacities sufficient to <br />meet the levels of service established in this plan, support the needs of the projected population, <br />and accommodate the intensity of development as identified on the Future Land Use Map. <br />Future Land Use Element 153 <br />
