C. The Statewide Mutual Aid Compact will have the participating <br />political subdivision communicate requests for mutual aid <br />through the FDEM; any responses from assisting parties will <br />be directed from and coordinated by the FDEM. Municipalities <br />will coordinate requests through the County Division of <br />Emergency Management. This will ensure that the County and <br />State are aware of and coordinates all resources that are <br />mobilized. <br />DEM's coordination of mutual aid agreements is critical to the <br />direction and control of the overall response and recovery <br />efforts. Without DEM as the control point, severely impacted <br />political subdivisions may not receive the type and amount of <br />assistance needed if each political subdivision independently <br />requests and executes agreements. <br />In accordance with Chapter 252, Florida Statutes, Florida also <br />has mutual aid agreements and memorandum of <br />understanding with other states and private organizations. <br />These agreements provide additional resources for FDEM to <br />have access to if needed. <br />The SERT support staff will monitor and coordinate all <br />requests and executed agreements. Records will be <br />maintained of agreement participants to effectively administer <br />this activity. <br />14. Transition from EOC to the DFO EOC <br />a. A Presidential Disaster Declaration means that several federal <br />aid programs will be implemented. The administration of the <br />federal aid programs will be conducted from a DFO that FEMA <br />will establish in the disaster area. The establishment of post - <br />disaster aid programs is described as the start of the recovery <br />phase. <br />b. The "response phase" and "recovery phase" of the disaster <br />will, for a period of time, be occurring simultaneously. The <br />"response phase" will be coordinated and conducted through <br />the ESFs located at the EOC. The "recovery phase" will be <br />coordinated and conducted at the EOC with a transition to the <br />DFO as appropriate. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 88 <br />
