11. SERT Support Staff <br />a. Upon activation of the SEDC, the FDEM becomes the support <br />staff to the SERT. The SERT support staff is charged with <br />ensuring that the SEOC procedures for information <br />management and decision-making are timely and accurate. <br />12. Discussion of Mission Assignments <br />a. The SERT Leader, SCO, or Deputy SCO will issue mission <br />assignments to the primary state agency for the ESF based on <br />the local government's identified resource shortfall. Resource <br />tasking to the state agencies will be accomplished through the <br />ESFs on a mission assignment basis. The "tasking on a <br />mission assignment basis" means that a local government <br />resource shortfall will be addressed through assigning a <br />mission to address the shortfall rather than tasking specific <br />pieces of equipment or personnel. <br />b. The primary state agency for that ESF will be responsible for <br />identifying the particular resource or resources that will <br />accomplish the mission and coordinate the delivery of that <br />resource to the local government. <br />13. Discussion of Mutual Aid Agreements and Memoranda of <br />Understanding <br />a. Mutual aid agreements and memorandum of understandings <br />are an essential component of emergency management <br />planning, response and recovery activities. These agreements <br />for reciprocal emergency aid and assistance, in case of <br />emergencies, can increase resources and improve response <br />and recovery efforts. The Emergency Management Director, or <br />his designee, is responsible for the development and <br />coordination of mutual aid agreements and memoranda of <br />understanding. Documentation for billing will remain the same <br />standards for both the role of assisting party and receiving <br />party. <br />b. Chapter 252, Florida Statues, authorizes FDEM to make <br />available any equipment, services, or facilities owned or <br />organized by the state or its political subdivisions for use in the <br />affected area, upon request by the Emergency Management <br />Director. The FDEM is authorized to reinforce emergency <br />management agencies in areas stricken by emergencies. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 87 <br />
