state level involving all government, private and volunteer <br />organizations which have a role in the success of comprehensive <br />emergency management within Florida. <br />2. Development and leadership of a broad-based public awareness, <br />education and information program designed to reach a majority of <br />the citizens of Florida, including citizens needing special media <br />formats, such as Braille or non-English languages. <br />3. Active participation in discussions and negotiations with other states <br />and with the federal government regarding policies and priorities to <br />ensure that the work being done contributes to the improvement of <br />emergency capabilities for the nation. <br />4. Responsible execution of negotiated scopes of work for federal and <br />state emergency management programs. <br />5. Support of the emergency management needs of all counties within <br />Florida, and brokering of inter -county and inter -state mutual aid <br />agreements to render emergency assistance. When requests for <br />assistance exceed state resources, the state will contact other states <br />for assistance, as well as FEMA. <br />6. Establishment and monitoring of state mutual aid agreements within <br />the state, with other states and with FEMA. <br />7. Direction and control of a state response and recovery approach <br />which is based on functional support groups, involves broad <br />participation from state organizations, and is compatible with the <br />federal response and recovery organization and concept of <br />operations. <br />8. Leadership and participation in programs or initiatives designed to <br />avoid, reduce and mitigate the effects of hazards through <br />development and enforcement of policies, standards and regulations. <br />E. Federal Government <br />The federal government is responsible for: <br />1.
