6. Support of the emergency management needs of all municipalities <br />within borders, and brokering of intra -county mutual aid agreements <br />to render emergency assistance. When local requests for assistance <br />exceed county resources, the County emergency management office <br />will coordinate all efforts with the state and federal government in <br />support of local disaster operations. <br />7. Establishment and monitoring of County mutual aid agreements within <br />the County, with other counties and with the state. <br />8. Direction and control of a County response and recovery approach <br />which is based on functional groups, involves broad participation from <br />county organizations, and is compatible with the state and federal <br />response and recovery organization and concept of operations. <br />9. Leadership and participation in programs or initiatives designed to <br />avoid, reduce, and mitigate the effects of hazards through <br />development and enforcement of policies, standards, and regulations. <br />10. Compliance of each ESF lead agency to be involved with the <br />planning, response, recovery and mitigation of local emergencies. <br />For specific details of their responsibilities see Annex I - Response <br />Functions. <br />11. Coordinating how emergency response personnel will be tasked to <br />deal with emergencies or disasters in Indian River County. At any <br />such time that this Plan is activated (local emergency, minor, major or <br />catastrophic disaster), the Emergency Management Director will be <br />responsible for direction and control under the ultimate authority of the <br />Indian River County Board of County Commissioners. For greater <br />detail, see the EOC SOP attached to this document and identified as <br />Appendix D. <br />C. Special Districts <br />Special districts are responsible for establishing liaisons with counties and <br />with other state organizations to support emergency management <br />capabilities within Florida. Special districts that involve inter -jurisdictional <br />authority can provide resources and services to support other functionally <br />related systems in time of disaster. <br />D.
