Appropriation and expenditure of public funds. <br />(10) Charge and collect fees for the review of emergency <br />management plans required of external agencies and <br />institutions. The fees will be in accordance with the fee <br />schedules established by the Florida Division of <br />Emergency Management and as approved by the <br />Indian River County Board of County Commissioners. <br />(11) Coordination and development of a comprehensive <br />emergency management plan and program that is <br />consistent with the state comprehensive emergency <br />management plan and program. <br />(12) Provision of an emergency management system <br />embodying all aspects of pre -emergency preparedness <br />and post -emergency response, recovery, and <br />mitigation. <br />(13) Maintaining a registry of disabled persons in order to <br />meet the special needs of persons who would need <br />assistance during evacuations and sheltering because <br />of physical or mental handicaps. The registry identifies <br />those persons in need of assistance and assists in <br />planning for resource allocation to meet those identified <br />needs. The registry is updated annually. <br />(14) Development and maintenance of a radiological <br />emergency response plan in accordance with <br />requirements of the United States Nuclear Regulatory <br />Commission and the Federal Emergency Management <br />Agency. <br />(15) Development and maintenance of an emergency plan <br />for hazardous materials to safeguard the lives and <br />property of the residents of our County against the <br />threat of a hazardous materials incident. <br />(16) Participation from the Indian River County School <br />District, during a declared local state of emergency and <br />upon the request of the Chairman, Indian River County <br />Board of County Commissioners, by providing facilities <br />and personnel to staff those facilities.
