accordance with the policies and plans set forth by <br />federal and state emergency management agencies. <br />(5) Reduction of vulnerability of people and communities of <br />this county to damage, injury, and loss of life and <br />property resulting from natural, technological, or <br />manmade emergencies. <br />(6) Preparation for prompt and efficient response and <br />recovery to protect lives and property affected by <br />emergencies. <br />(7) Response to emergencies using all systems, plans, and <br />resources necessary to preserve adequately the health, <br />safety, and welfare of persons or property affected by <br />the emergency. <br />(8) Recovery from emergencies by providing for the rapid <br />and orderly start of restoration and rehabilitation of <br />persons and property affected by emergencies. <br />(9) Authority to request state assistance or invoke <br />emergency related mutual aid assistance by declaring a <br />local state of emergency. The duration of the local <br />state of emergency will be limited to seven days, and it <br />may be extended as necessary in seven-day <br />increments. The County also has the power and <br />authority to waive the procedures and formalities <br />otherwise required of Indian River County by law, <br />pertaining to: <br />a. Performance of public work and taking whatever <br />prudent action is necessary to ensure the health, <br />safety and welfare of the community; <br />b. Entering into contracts and incurring obligations; <br />C. Employment of permanent and temporary <br />workers; <br />d. Utilization of volunteers; <br />e.
